ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, January 24, 2017
CALL TO ORDER
Vice Chairman Chan called the meeting to order at 7:00 p.m. in the Arcadia City Council Chamber.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Commissioners Chiao, Chan and Thompson
ABSENT: Commissioner Lewis and Chairman Lin
It was moved by Commissioner Thompson, seconded by Commissioner Chiao to excuse
Chairman Lin from the meeting. Without objection, the motion was approved.
It was moved by Commissioner Chiao, seconded by Vice Chairman Chan to excuse
Commissioner Lewis from the meeting. Without objection, the motion was approved.
Commissioner Lewis arrived at the meeting at 7:03 p.m.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Staff did not have any supplemental information regarding Agenda items.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
1. Resolution No. 1987 – Approving Tentative Parcel Map No. TPM 16-07 (72285) with a
Categorical Exemption under the California Environmental Quality Act (CEQA) for a three-unit,
multi-family, residential-condominium subdivision at 138 California Street
Applicant: Cal Land Engineering Inc.
Recommended Action: Adopt Resolution No. 1987
Community Development Administrator Jim Kasama introduced the item and turned it
over to Assistant Planner, Jordan Chamberlin who presented the staff report.
Vice Chairman Chan opened the public hearing and asked if the applicant would like to
speak on this item.

Mr. Jack Lee, project engineer responded.
Commissioner Chiao asked Mr. Lee if the investor/property owner of the subject property
is Green Field Investment, Inc., USA, and if he knew who the principal of the company
is. Mr. Lee confirmed that Green Field Investment, Inc., USA, is the investor/property
owner, but he did not know the identity of the principal of the company.

Commissioner Chiao disclosed to the Commission that after reviewing the project
information he realized that the property owner, Green Field Investment, Inc., USA,
might have been a past client of his. He asked Assistant City Attorney, Michael Maurer
how he should proceed in regard to this public hearing. Mr. Maurer asked Commissioner
Chiao if he received any payments from the company in the last 12 months.
Commissioner Chiao could not recall if he received any payments from the company.
Mr. Maurer recommended that since the other Commissioners would constitute a
quorum, and with the situation of a potential conflict, it would be best for Commissioner
Chiao to recuse himself, and step out of the Chamber for the duration of this item.
Commissioner Chiao recused himself and left the Chamber.
Vice Chairman Chan asked if anyone else would like to speak in favor of the item.
No one responded.
Vice Chairman Chan asked if there was anyone who would like to speak in opposition of
the item.
No one responded.
MOTION
It was moved by Commissioner Lewis, seconded by Vice Chairman Chan to close the
public hearing. Without objection, the motion was approved.

adopt Resolution No. 1987: Approving Tentative Parcel Map No. TPM 16-07 (72285)
with a Categorical Exemption under the California Environmental Quality Act (CEQA) for
a three-unit, multi-family, residential-condominium subdivision at 138 California Street,
subject to the conditions of approval.

Commissioner Chiao rejoined the meeting.

be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be
removed from the Consent Calendar for separate discussion and action.

the minutes of the January 10, 2017, meeting.

MATTERS FROM CITY COUNCIL LIAISON
City Council Liaison Verlato reported that at the last City Council meeting the following presentations
were made: recognition of the Arcadia Police Department Honor Guard for presenting the colors at the
Vietnam War Monument unveiling in May 2016; a presentation of Mayor’s Commendations to two
Pasadena of Tournament of Roses princesses/Arcadia High School students; and to another Arcadia
High School student for being named Pasadena Star News Runner of the Year. In addition, the City
Council authorized the sale of the last Successor Agency-owned property at 33 W. Huntington Drive,
the former Bekins Storage building. She announced that the City Council approved the hiring of a
lobbying firm for an effort to amend the Tucker Bill relating to local taxation of the betting at the
racetrack. Currently the City does not receive taxes for off-track and on-line betting. The lobbying firm
will work to get the State of California to amend the law so that more of the bets are taxed.
MATTERS FROM PLANNING COMMISSIONERS
The Commissioners did not have anything to report.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama introduced the new Senior Planner, Amanda Landry. He announced that currently there
are no upcoming Agenda items for the February 14th meeting. He reported that staff is currently working
on a couple Ordinances; one is in response to State legislation regarding accessory dwelling units, they
are now allowed per State law and he anticipates presenting that item to the Commission at either the
first or second meeting in March. Another Ordinance is the Unoccupied Residence Registration
Ordinance that will include clean-up of Chapter 4 of Article IX, which is the Property Maintenance and
Nuisance Abatement Code to which the registry ordinance will be added. He anticipates presenting that
item to the Commission at the February 28th meeting. Lastly, he announced that there will be an all-day
City Council study session and goals-setting meeting on February 1st.
ADJOURNMENT
The Planning Commission adjourned the meeting at 7:27 p.m. to Tuesday, February 14, 2017, at 7:00
p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
