ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, February 28, 2017
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made
available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California,
during normal business hours.
CALL TO ORDER – Chairman Lin called the meeting to order at 7:00 p.m. in the Arcadia City Council
Chamber.
PLEDGE OF ALLEGIANCE

PRESENT: Commissioners Chiao, Lewis, Thompson, Chan and Lin
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A memo regarding the revised findings for Agenda Item No. 1 was distributed to the
Commissioners. In addition, a memo was emailed to the Commissioners prior to the meeting
regarding the approval of Lot Line Adjustment No. LLA 16-05.
PUBLIC COMMENTS (5 minute time limit per person)
There were none.
PUBLIC HEARING
1. Resolution No.1988 – Approving Conditional Use Permit No. CUP 17-01 with a Categorical
Exemption under the California Environmental Quality Act (CEQA) to allow cosmetic permanent
make-up services within an existing hair salon at 556 Las Tunas Drive, Suites #106 and #107
Applicant: Ms. Jennifer Lu
Recommended Action: Adopt Resolution No. 1988
Community Development Administrator, Jim Kasama introduced the item and turned it
over to Assistant Planner, Vanessa Quiroz, who presented the staff report.
Chairman Lin opened the Public Hearing and asked if the applicant would like to speak
on this item.
Mr. Vincent Tsoi responded on behalf of the applicant.
Chairman Lin asked if anyone else would like to speak in favor of the item.
No one responded.
Chairman Lin asked if there was anyone who would like to speak in opposition of the
item.
No one responded.

MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Lewis to close the
public hearing. Without objection, the motion was approved.

Resolution No. 1988: Approving Conditional Use Permit No. CUP 17-01 with a
Categorical Exemption under the California Environmental Quality Act (CEQA) to allow

Assistant City Attorney, Michael Maurer clarified for the record that the motion is to adopt
Resolution No. 1988 in the form that was provided to the Commissioners at the
beginning of the meeting which conforms to the findings in the new Development Code.

2. Text Amendment No. TA 17-01 with an Exemption under the California Environmental Quality
Act (CEQA) to amend Chapter 4 of Article IX of the Arcadia Municipal Code to establish
requirements and regulations for the registration of responsible parties for unoccupied
residences and to reorganize and update the City’s property maintenance and nuisance
abatement regulations
Applicant: Development Services Department
Recommended Action: Recommend approval to City Council
Community Development Administrator, Jim Kasama introduced the item and presented
the staff report along with Assistant City Attorney, Michael Maurer.
Chairman Lin opened the Public Hearing and asked if anyone would like to speak in
favor of the item.
No one responded.
Chairman Lin asked if there was anyone who would like to speak in opposition of the
item.
No one responded.

It was moved by Chairman Lin, seconded by Commissioner Chiao to close the public
hearing. Without objection, the motion was approved.

It was moved by Commissioner Thompson, seconded by Commissioner Lewis to
recommend approval to City Council of Text Amendment No. TA 17-01 with an
Exemption under the California Environmental Quality Act (CEQA) to amend Chapter 4
of Article IX of the Arcadia Municipal Code to establish requirements and regulations for
the registration of responsible parties for unoccupied residences and to reorganize and
update the City’s property maintenance and nuisance abatement regulations and
forward the Commissioners comments to the City Council.

3. Minutes of January 24, 2017, Arcadia Planning Commission Regular Meeting
Recommended Action: Approve
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Chan to approve the
minutes of the January 24, 2017, meeting.

ABSTAIN: Commissioner Lewis and Chairman Lin
MATTERS FROM CITY COUNCIL LIAISON
Council Liaison Verlato was not present at the meeting.
MATTERS FROM PLANNING COMMISSIONERS
Commissioner Chan reported that he will not attend the March 14, 2017 meeting.
Commissioner Lewis reported that there was a change in her schedule which allows her to now attend
the March 14, 2017 meeting.
Commissioner Chiao reported that he will not be present from mid-August through early September.
Commissioner Thompson reported that he attended the Mayor’s breakfast last week and it was a great
event; there was a performance by the Arcadia High School Drumline; a great speaker; and the view of
the San Gabriel Mountains was beautiful from the FrontRunner Restaurant at Santa Anita Park where
the event was held.
MATTERS FROM ASSISTANT CITY ATTORNEY
Assistant City Attorney, Michael Maurer did not have anything to report.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama reported on the following upcoming Agenda items for the March 14th meeting: Text
Amendments relating to accessory dwelling units and clean-up of the new Development Code, and a
Resolution for General Plan Consistency Finding.

ADJOURNMENT
The Planning Commission adjourned the meeting at 8:20 p.m. to Tuesday, March 14, 2017, at 7:00
p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
