Quach, Administrative Services Director Jeannette Chavez, Human Resources Administrator By: Stephanie Luu, Human Resources Analyst SUBJECT: REVISIONS TO THE EXISTING CLASSIFICATION SPECIFICATION FOR GENERAL SERVICES SUPERINTENDENT Recommendation: Approve SUMMARY The General Services Superintendent is responsible for performing highly complex professional and technical work related to the City’s facility maintenance and fleet services of the Public Works Services Department. The position will soon be vacated due to a retirement and this has provided the Department an opportunity to update the job specification to better reflect the position’s current responsibilities, education, and training requirements. The proposed changes were approved by the Human Resources Commission on March 9, 2017. It is recommended that the City Council approve the proposed revisions to the General Services Superintendent Class Specification. DISCUSSION The Public Works Services Department is responsible for managing and operating publicly owned facilities including utilities, streets, water, engineering, sanitation, buildings and grounds, and contract services for the City. The General Services Superintendent is a mid-management position and is responsible for supervising the City’s facilities and fleet services while performing a variety of technical duties. The position also oversees and inspects the work of staff involved in masonry, electric, plumbing, painting, and remodeling of facilities. The class specification for this position was created in 1999, and since then, the class specification has not been modified. Revisions to the Classification Specification for General Services Superintendent April 18, 2017 Page 2 of 3 As part of this update, the Department is recommending minor modifications to the current class specification due to operational changes within the Department. The proposed modification is to include the supervision of the maintenance and repairs of traffic signals under the “Important and Essential Duties,” as this service was transitioned in-house from an outsourced company in 2009. It is also recommended to remove the duty of, “May act in absence of the ’General Services Manager’”, since this position no longer exists within the Department. Other changes include the flexibility of education and training requirements to assist with recruiting for this position. With the significant pension reforms in 2011, the City is finding that this added flexibility is needed, especially in the mid-level management positions of the organization. The recommendation would be to include, “Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for successful job performance,” and an example provided would be, “Five years of increasingly responsible experience in construction, fleet, and facility maintenance and repair work at the journey level in one or more of the building trades including two years of supervisory responsibility and education equivalent to the completion of twelfth grade supplemented by specialized training courses in automotive mechanics, construction, and/or facilities maintenance.” The proposed changes were reviewed by the Human Resources Commission on March 9, 2017. At the conclusion of the discussion, they recommended approval of the prosed changes. It is recommended that the City Council approve the proposed revisions to the General Services Superintendent Class Specifications. FISCAL IMPACT The proposed changes to the existing classification specification have no fiscal impact. RECOMMENDATION It is recommended that the City Council approve the revisions to the existing classification specification for General Services Superintendent. Revisions to the Classification Specification for General Services Superintendent April 18, 2017 Page 3 of 3 Attachment: Revised Class Specification for General Services Superintendent CITY OF ARCADIA GENERAL SERVICES SUPERINTENDENT DEFINITION Under general direction, to plan, organize and supervise the City's facility and fleet maintenance services and to perform a variety of technical duties relative to assigned area of responsibility. SUPERVISION EXERCISED Exercises direct supervision over maintenance staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Oversee and inspect the work of staff involved in facility maintenance activities including HVAC repair, carpentry, masonry, electrical, plumbing, and painting for the maintenance, remodeling and rebuilding of existing facilities or in the construction of new facilities; oversee, schedule and supervise fleet maintenance services. Assist in preparation and administration of the annual budget; prepare cost estimates for budget recommendations; submit justifications for budget items; monitor and control expenditures. Direct and oversee the scheduling of the preventive maintenance programs including fleet, heating, ventilating and air conditioning equipment, coolers, emergency generators, lighting and electrical equipment. Oversee and review supply and equipment orders for use by maintenance and fleet services; coordinate purchase orders for materials, supplies and equipment. Develop bid specifications for work projects and/or facility and fleet maintenance materials and equipment. Coordinate facility maintenance activities with other City departments, divisions, sections and with outside agencies; resolve related complaints and problems. Develop long range and short term maintenance objectives and develop plans to meet future needs. Prepare bid documents for informal and formal job bids for construction. Direct and supervise the installation and maintenance of street lights, traffic signals and appurtenances. Prepare formal bid specifications for new vehicle purchases. 476 City of Arcadia General Services Superintendent (Continued) Page 2 of 4 Prepare estimates; inspect construction procedures; monitor construction, maintenance and operating costs. Evaluate service and equipment needs; write and review bid specifications; monitor contrac- tor/equipment performance. Monitor and comply with all applicable licensing for AQMD permitting for City fuel stations, generators, and underground storage. Monitor and document EPA, CalOSHA, and DOT procedures and compliance. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies. Estimate time, material and costs involved to complete projects; maintain records, prepare and submit necessary reports, memos, drafts and project estimates. Document and assess street lighting energy and maintenance costs to appropriate lighting zones; evaluate, monitor, and assess Edison summary billing system for City facilities and lighting systems. Oversee monthly inspection, trouble shooting, and repairs of traffic signals and controllers. Document and implement smog inspection requirements for all City vehicles. Prepare sketches and/or blueprints for subordinates to follow in performing repairs and alterations. Maintain time and payroll records. May act in the absence of the General Services Manager. Methods, practices and familiarity of equipment used in maintaining and repairing street lighting and traffic signal systems. Principles and practices of budget preparation and administration. Occupational hazards and Occupation Safety and Health Standards applicable to facility maintenance work. Principles of personnel supervision, training and performance evaluation. Theory of electricity and the function and mechanics of electric motors, circuits and controls. Refrigeration and heating systems. Building codes, regulations and ordinances. Operating principles of gasoline, CNG, propane, diesel, and electric engines. Regulatory issues regarding vehicle inspection, smog certification, and underground fuel testing. Budgeting procedures and techniques. Safe driving principles and practices. Skill to: Operate modern office equipment including computer equipment. Operate a motor vehicle safely. Minimum Qualifications: Experience/ Training: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for successful job performance. Training: Eequivalent to the completion of the twelfth grade supplemented by specialized training courses in construction, automotive mechanics, and/or facilities maintenance. completion of a building trade apprenticeship program in electrical maintenance, carpentry, refrigeration, plumbing, painting, or a related field and specialized course work in supervisory and management principles. License or Certificate: Possession of, or ability to obtain, an appropriate, valid California Class “C” valid driver's license. Special Requirements: Essential duties require the following physical abilities and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.
