ARCADIA CITY COUNCIL
SPECIAL MEETING MINUTES
TUESDAY, APRIL 18, 2017
CALL TO ORDER - Mayor Amundson called the Special Meeting to order at 8:33 p.m. in the
Council Chamber Conference Room, 240 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Tay, Verlato, and Amundson
ABSENT: None
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of People for Ethical Treatment of Animals, Inc., and Sarah
Rosenberg v. City of Arcadia, et al., – Los Angeles County Superior Court (Central
District) Case No.: BS168280.
No reportable action was taken.
The Special Meeting ended at 8:53 p.m.

REGULAR MEETING MINUTES
TUESDAY, APRIL 18, 2017
Pursuant to the adjournment of the April 4, 2017, Regular Meeting of the City Council, the Chief
Deputy City Clerk appeared at the time and place of adjournment at 6:00 p.m. and announced
that no quorum was present until 7:00 p.m.
CALL TO ORDER – Mayor Beck called the regular meeting to order at 7:04 p.m.
INVOCATION – Pastor Rodolfo Reyes, Arcadia Police Department Chaplain
PLEDGE OF ALLEGIANCE – Michael Driebe, Methodist Hospital Foundation
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Amundson, Chandler, Tay, Verlato, and Beck
ABSENT: None
REPORT FROM CITY ATTORNEY REGARDING CLOSED/SESSION ITEMS
City Attorney Deitsch reported that there were no closed or study items.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto stated there was no supplemental agenda information.
PRESENTATIONS
a. Presentation of the Mayor’s Cup Trophy to the Recreation and Community Services
Department for winning First Place in overall department participation at the Santa
Anita Derby Day 5K Run held on April 8, 2017.
PUBLIC COMMENTS
Ila Mae Harris, a Monrovia resident, appeared and shared her frustration that because she lives
just outside the City of Arcadia, she can no longer use the Arcadia Transit System to get to her
doctor appointments, pharmacy, etc., because of the new restriction that the transit system is for
use by Arcadia residents only.
Lois Merritt, an Arcadia resident, presented the City Council with a letter including a petition
signed by 179 adults and 35 children regarding the repairs needed to the walkways along Santa
Anita Avenue at Colorado Boulevard and along the railroad bridge that crosses over Colorado
Boulevard.
Gail Marshal, an Arcadia resident, appeared and expressed her frustrations that appointments
on the transit system are being taken up by non-residents; she indicated that no other city, but
Arcadia transports non-residents; and suggested to the non-Arcadia residents who spoke and
ride the Arcadia Transit system should go to their City Council and ask about riding their transit
system out of the City.

REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense \[AB 1234\])
Mayor Pro Tem Amundson reserved his comments for later.
Council Member Chandler stated that his wife was impressed when she saw a police officer get
out of his patrol vehicle and clean graffiti off a traffic signal box near Baldwin Avenue and
Colorado Boulevard; and he complimented the police officer and the Police Department for their
service.
Council Member Verlato indicated that she had no reports from the Planning Commission
because their last meeting was cancelled; she also indicated that the Recreation and Parks
Master Plan should be presented to the City Council in the next month; that the Youth Advisory
Council recently meet and were very excited; she announced that she attended
Congresswoman Judy Chu’s Congressional Women of Year Awards dinner and Carol Libby was
honored, and she thanked her for all she does for the City of Arcadia; she also announced that
today is the deadline for filing taxes; she thanked the Lee Family for their $1,500 donation to the
Library; and reminded everyone that April 28, is Law Day.
Council Member Tay announced that on May 25, the Arcadia Beautiful Commission will be
celebrating Arbor Day; that last Thursday he attended Arcadia High School luncheon; and hoped
that everyone voted in the Arcadia Unified School District election.
City Clerk Glasco announced a the Community Bike Ride on May 6, and on May 27, is the
County of Los Angeles Veterans and Military Family tribute showcasing, and noted that
additional information will be announced as the date gets closer.
In response to Lois Meritt’s comments, Mayor Beck responded that the sidewalks she spoke
about are proposed in next years’ budget; he noted that the Silver Circle Dinner was a nice
event; and announced that he also attended the Arcadia High School luncheon with Council
Member Tay.
1. CONSENT CALENDAR
a. Regular Meeting Minutes of April 4, 2017.
Recommended Action: Approve
b. Final Map No. 73491 with a categorical exemption under the California Environmental
Quality Act (“CEQA”) for a seven-unit industrial condominium conversion at 12101
Clark Street.
Recommended Action: Approve
c. Final Map No. 72144 with a categorical exemption under the California Environmental
Quality Act (“CEQA”) for a nine-unit multi-family-residential condominium subdivision
at 1013-1019 Holly Avenue.
Recommended Action: Approve
d. Revisions to the Existing Classification Specification for General Services
Superintendent.
Recommended Action: Approve

e. Professional Services Agreement with Infrastructure Management Services for the
City’s Pavement Management Program in the amount of $46,498, plus a 10%
contingency.
Recommended Action: Approve
f. Donation of $1,500 from the Lee Family for the purchase of books and materials.
Recommended Action: Accept
g. Reject the one proposal received for engineering design services for the Police
Department Fuel Station Canopy Project, and direct staff to solicit additional
proposals.
Recommended Action: Approve
Council Member Verlato requested Consent Calendar Item 1.e be pulled for further discussion.
It was moved by Council Member Tay, seconded by Mayor Pro Tem Amundson, and carried on
roll call vote to approve Consent Calendar Item 1.a, through 1.d and 1.f and 1.g.

ABSENT: None
In response to questions raised by Council Member Verlato regarding Consent Calendar Item
1.e, City Manager Lazzaretto explained the purpose of the City’s Pavement Management
Program; he indicated that this was through the Request for Proposal process, therefore the
City does not have to select the low bidder; that this process is also based on qualifications and
experience.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to approve Consent Calendar Item 1.e.
AYES: Chandler, Tay, Verlato, Amundson, and Beck

ABSENT: None
In addition, Mayor Beck also thanked the Lee Family for their donation of $1,500 to the Library;
and stated that they are residents of San Marino residents, not Arcadia.

2. CITY COUNCIL REORGANIZATION
a. City Clerk Glasco called for the election of Mayor.
Mayor Beck nominated Mayor Pro Tem Amundson for Mayor.
Noting no other nominations, City Council Members cast their votes for Mayor Pro Tem
Amundson for Mayor as follows:
AYES: Beck, Tay, Chandler, and Verlato
NOES: None
City Clerk Glasco announced that Mayor Pro Tem Amundson was unanimously elected by the
City Council to serve as Mayor from April 2017 to April 2018.
b. Mayor Amundson called for the election of Mayor Pro Tem.
Council Member Beck nominated Council Member Tay for Mayor Pro Tem.
Noting no other nominations, City Council Members cast their votes for Council Member Tay for
Mayor Pro Tem as follows:
AYES: Beck, Chandler, Amundson, Tay, and Verlato
NOES: None
City Clerk Glasco announced that Council Member Tay was unanimously elected by the City
Council to serve as Mayor Pro Tem from April 2017 to April 2018.

ADJOURNMENT
Mayor Amundson adjourned the meeting at 8:25 p.m. to May 2, 2017, 5:00 p.m. in the City
Council Chamber Conference Room.
