Wray, Deputy Director of Development Services/City Engineer SUBJECT: AUTHORIZE THE EXPENDITURE OF $54,400 FOR THE REPAVING OF A PORTION OF FOOTHILL BOULEVARD IN THE CITY LIMITS AS A SCOPE CHANGE ON THE COUNTY OF LOS ANGELES PROJECT FOR PAVEMENT REHABILITATION AND TRAFFIC SIGNAL UPGRADES ON FOOTHILL BOULEVARD BETWEEN ROSEMEAD BOULEVARD AND MICHILLINDA AVENUE Recommendation: Approve SUMMARY Several years ago, the County of Los Angeles began the planning for their Foothill Boulevard Pavement Rehabilitation project between Rosemead Boulevard and Michillinda Avenue. As they developed their scope of work, they proposed extending their project limits into the City of Arcadia, to include the entire intersection of Michillinda Avenue. As a result, the County and the City entered into a cost-sharing agreement for the City to be responsible for its share of the project. Concurrent with the County’s planning, the City made plans to rehabilitate the concrete pavement on Foothill Boulevard from Michillinda Avenue to Santa Anita Avenue. The City’s project proceeded ahead of the County’s project, and was completed in September of 2016. There is a short segment of asphalt pavement on Foothill Boulevard in the City of Arcadia, just east of Michillinda Avenue that was not included in the City’s concrete pavement repair project. The County awarded the construction contract for their project in October of 2016 and it is now under construction. The City recently approached the County with a request for the County to extend the limits of their asphalt pavement repairs easterly from Michillinda Avenue, into Arcadia, to include the City’s previously unrepaired segment. The County agreed to facilitate the extra work for a total cost of $54,400. It is recommended that the City Council authorize the expenditure of $54,400 for the re- Authorize Expenditure May 16, 2017 Page 2 of 4 pavement of a portion of Foothill Boulevard in the City Limits as a scope change on the County of Los Angeles project for the pavement rehabilitation and traffic signal upgrades on Foothill Boulevard between Rosemead Boulevard and Michillinda Avenue. BACKGROUND In October of 2013, the City entered into a Cost-Sharing Agreement with the County of Los Angeles for the County’s Foothill Boulevard Pavement Rehabilitation and Traffic Signal Upgrades Project, from Rosemead Boulevard to Michillinda Avenue. The project includes rehabilitation of the pavement, repairs to the curbs, gutters, sidewalks, and ADA ramps, and upgrades to the traffic signal equipment. Arcadia has jurisdiction over the easterly portion of the Foothill Boulevard and Michillinda Avenue intersection, and the Agreement covered this portion of the work, at a net cost to the City of $10,000. In the summer of 2016, the City administered its Foothill Boulevard Concrete Rehabilitation project from Michillinda Avenue to Santa Anita Avenue. There is a short segment of asphalt pavement on Foothill Boulevard directly east of Michillinda Avenue, approximately 400-feet in length that was not included in the project. Although this segment is in need of repair, it was not included in the concrete repairs project because the project had no component for asphalt repair, and the unit costs for this small portion of asphalt work would have been disproportionately high. The City’s project was completed in September of 2016. In the fall of 2016, the County of Los Angeles competitively bid their Foothill Boulevard project and, upon opening bids, received the following results: COMPANY AMOUNT Sequel Contractors, Inc. $1,387,297.90 Sully Miller Contracting $1,568,164.80 All American Asphalt $1,593,000.00 Shawnan Corporation $1,619,006.40 Excel Paving $1,621,203.70 Los Angeles Engineering Inc. $1,687,737.50 Vido Samarzich $1,812,961.35 They proceeded to enter into a construction contract with Sequel Contractors, Inc. The project began in March, and is currently under construction. DISCUSSION The County’s Foothill Boulevard project will repair the pavement from Rosemead Boulevard to Michillinda Avenue. The City recently approached the County with a request to extend the limits of the asphalt pavement repair easterly from Michillinda Avenue into Arcadia to the beginning of the concrete pavement, and to provide an Authorize Expenditure May 16, 2017 Page 3 of 4 estimate for the work. The County agreed to facilitate the extra work, and the contractor agreed to perform the work at the unit prices in their contract, for a total cost of $54,400. The expenditure for this project is a benefit to the City for several reasons. The cost is reasonable and competitive because it is based on the unit prices from the County’s lowest bidder in a competitive bidding process. The City will not have to administer a separate project or add this portion of Foothill Boulevard to another project, thus saving time and effort. Any project administered by the City for this segment would more than likely include an additional cost to the City for mobilization. Also, paving all of Foothill Boulevard at one time is the most pragmatic solution, and will minimize disruption and inconvenience to the public. If approved by the City, the County will authorize the additional work through a service request with the City, and will invoice the City upon completion of the work. The County will coordinate the work with the contractor, and the City will be responsible for the inspection. ENVIRONMENTAL IMPACT For the County’s current Foothill Boulevard Project, they filed a Class 1 exemption as defined in Section 15301(c) of the California Environmental Quality Act (“CEQA”), since the project consists of a minor alteration to an existing public facility. The proposed additional work will fall under this exemption. FISCAL IMPACT The City’s Foothill Boulevard Concrete Repairs project was originally budgeted at $1.3 Million. The project was completed in September of 2016 at a cost of just over $1 million. Deducting all project expenses from the total budget, there is a balance of approximately $200,000 in Proposition C funds remaining, that has not been closed out yet. The cost for the proposed work is $54,400, which is less than the anticipated cost of this work if the project needed to be bid separately. There is sufficient funding remaining in the City’s project budget to cover this additional cost, and this is an eligible expenditure of Proposition C funds. RECOMMENDATION It is recommended that the City Council approve and authorize the expenditure of $54,400 for the repaving of a portion of Foothill Boulevard in the City Limits as a scope change on the County of Los Angeles project for the pavement rehabilitation and traffic signal upgrades on Foothill Boulevard between Rosemead Boulevard and Michillinda Avenue.
