FOR THE DUARTE ROAD REHABILITATION FROM SANTA ANITA AVENUE TO FIFTH AVENUE AND THE MISCELLANEOUS ARTERIAL IMPROVEMENTS PROJECT AS COMPLETE Recommendation: Approve SUMMARY On December 6, 2016, the City Council awarded a contract to Sully-Miller Contracting Co., in the amount of $560,022, plus a 10% contingency, for the Duarte Road Rehabilitation from Santa Anita Avenue to Fifth Avenue and the Miscellaneous Arterial Improvements Project. There were five (5) change orders on the project in the amount of $5,798.39, and a final adjustment for actual measured quantities that deducted $33,811.24, bringing the net total change to the contract a deduction of $28,012.85. The final contract amount is $532,009.15. The terms and conditions of this project have been complied with, and the required work has been performed to staff’s satisfaction for a final cost of $532,009.15. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the contract documents. BACKGROUND The City annually appropriates Proposition “C” funding for arterial street pavement projects. For the Fiscal Year 2015-16 Capital Improvement Program, the City Council appropriated funding for two projects: The Duarte Road Rehabilitation from Santa Anita Avenue to Fifth Avenue, and the Arterial Streets Miscellaneous Minor Repairs projects. The Duarte Road Rehabilitation project was planned for the segment from Santa Anita Avenue to Fifth Avenue. The Miscellaneous Arterial Minor Repairs Project covered small pavement repairs at four important intersections, as follows: Accept Work Sully-Miller Contracting Co. for the Duarte Road Rehabilitation Project June 6, 2017 Page 2 of 3  W/B Huntington Drive at Fifth Avenue  S/B Holly Avenue at Duarte Road  N/B Second Avenue at California Street  E/B Foothill Boulevard at Baldwin Avenue South These two Capital Improvement Projects were combined into one construction project for administrative purposes and advertised for bids in October 2016. On October 27, 2016, six bids were opened, with Sully-Miller Contracting Co. being the low bidder in the amount of $560,022. On December 6, 2016, the City Council awarded the contract to Sully-Miller in this amount, and authorized a 10% contingency. Before work began, it became clear that two private development projects on Duarte Road between Santa Anita Avenue and First Avenue, would have construction impacts on Duarte Road after the pavement rehabilitation project was completed, and would potentially damage the new pavement. It was decided to remove this segment from the project and wait until the two development projects are complete before paving this segment. DISCUSSION Work began on the project on February 21, 2017, and was substantially complete by March 17, 2017. There were five (5) change orders on the project totaling $5,798.39, and a final adjustment for actual measured quantities as a deduction of $33,811.24, bringing the net total change to the contract as a deduction of $28,012.85. The change orders and costs are listed in the table below. Change Order No. 2 was for an additional ADA curb ramp. Change Order No. 3 was to replace broken traffic signal pull boxes that were not discovered until the adjacent concrete was removed. Accept Work Sully-Miller Contracting Co. for the Duarte Road Rehabilitation Project June 6, 2017 Page 3 of 3 Change Order No. 4 was for replacing deteriorated concrete sewer manhole rings that were not discovered until the asphalt grinding phase. Change Order No. 5 was for removing and replacing additional curb and gutter. The net total of all change orders and adjustments is a deduction of $28,012.85. This changed the contract from the initial bid of $560,022 to the final amount of $532,009.15. With regard to the segment of Duarte Road removed from this project, it is anticipated that it will be added to the pavement rehabilitation project projected for the FY 2018-19 year, to allow enough time for the two development projects to be fully completed. The status of the projects and the scheduling of the paving will be re-evaluated at the time of the FY 2018-19 Capital Improvement Program preparations. FISCAL IMPACT Proposition “C” funds were budgeted in the amount of $800,000 for the Duarte Road Rehabilitation Project and $150,000 for the Miscellaneous Arterial Minor Repairs Project in the Fiscal Year 2015-16 Capital Improvement Program. The budget for the Duarte Road project includes both the pavement rehabilitation and traffic signal work at First Avenue and Duarte Road, and Second Avenue and Duarte Road. The traffic signal work is being administered under a separate contract. There is sufficient funding in the budget to cover this final construction contract amount for this project of $532,009.15, and the traffic signal work. Upon completion of the traffic signal project, any remaining budget will be returned to the Proposition C fund balance. The segment of Duarte Road removed from this project, will be re-budgeted in a future year, depending on the completion of the two private developments. The funding for this work will also be from Proposition C. RECOMMENDATION It is recommended that the City Council accept all work performed by Sully-Miller Contracting Co. for the Duarte Road Rehabilitation from Santa Anita Avenue to Fifth Avenue and the Miscellaneous Arterial Improvements Project as complete, and authorize the final payment to be made in accordance with the contract documents.
