REGULAR MEETING MINUTES
TUESDAY, MAY 16, 2017
CALL TO ORDER — Mayor Amundson called the meeting to order at 5:05 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Verlato, Tay, and Amundson
ABSENT: None
PUBLIC COMMENTS — No one appeared.
STUDY SESSION
a. Report, discussion and direction regarding the Proposed 2017-18 Fiscal Year
Budget.
City Manager Lazzaretto presented an overview of the proposed 2016-17 Fiscal Year budget.
The City Council directed staff to: (1) research alternative funding sources, such as sales tax
and transient occupancy tax, and bring back for City Council discussion and consideration at a
future date; (2) include $150,000 in the budget for the purchase of six (6) additional license plate
readers; and (3) bring back for City Council consideration to the June 6, meeting resolutions
relating to the adoption of the Fiscal Year 2017-18 Budgets.
The City Council unanimously agreed that no additional budget study sessions were necessary.
Stuart Reeves, an Arcadia resident asked a question regarding the presentation. Council
Member Chandler asked Mr. Reeves what he thought about the City Council's request to have
staff research alternative funding sources.
City Manager Lazzaretto responded to questions raised by Mr. Reeves regarding the new IT
position salary and benefits.
Mr. Reeves also stated that he agreed that money needs to be found somewhere; and that a
sales tax increase seems to be much easier and less costly to the residents.
The Study Session ended at 6:26 p.m.

REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the regular meeting, the City Council met in a
Study Session to discuss and receive a report from staff regarding the proposed 2017-18 Fiscal
Year Budget; and the City Council directed staff to: (1) research alternative funding sources, (2)
include in the budget the purchase of six (6) additional license plate readers, and (3) bring back
for City Council consideration at the June 6, meeting, resolutions relating to the adoption of the
Fiscal Year 2017-18 Budgets.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto requested the City Council pull from the agenda Consent Calendar
Item 2.b regarding the contract with ACCO Engineered Systems, Inc. for the Community Center
HVAC Replacement Project for further research by staff, and bring back for consideration at a
future meeting. The City Council concurred.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE
THE READING IN FULL
A motion was made by Mayor Pro Tern Tay and seconded by Council Member Chandler to read
all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of Mayor's Certificate of Commendation to Frank Perini, who is
retiring and closing his barber shop in Arcadia after 63 years of service to the
community.
1. PUBLIC HEARING
a. Ordinance No. 2347 amending various sections of Article IX, Chapter 1 of the
Arcadia Municipal Code (The Development Code), with an exemption under the
California Environmental Quality Act ("CEQA"), to update the City's regulations
for accessory dwelling units, and to address minor text cleanups. (Continued
from the May 2, City Council meeting).
Recommended Action: Introduce
Assistant City Manager/Development Services Director Kruckeberg and Senior Planner Landry
presented the staff report.
Mayor Amundson opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Chandler, seconded by
Mayor Pro Tern Tay, and seeing no further objection, Mayor Amundson declared the public
hearing closed.

It was moved by Council Member Chandler, seconded by Mayor Pro Tem Tay, and carried on
roll call vote to introduce Ordinance No. 2347 amending various sections of Article IX, Chapter 1

PUBLIC COMMENTS
Ken Obest, an Arcadia resident, appeared and urged the City Council to do something about
the urgency of the coyote matter because they are running ramped, and he shared an incident
that happened to his neighbors' cat by 5 coyotes.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense[AB 1234])
Council Member Beck assured Mr. Obest that coyotes is a concern of his as well, and
announced a meeting by the Pasadena Humane Society on Wednesday, May 17, 7:00 p.m. in
the Council Chambers to discuss the coyote issue, and encouraged residents to attend; he
announced that he will be attending the Field of Honor Memorial event on May 21, at the County
Park, and the Arbor Day celebration on May 25, and invited everyone to attend.
Council Member Chandler announced that the Arcadia Firefighter Association Pancake
breakfast was a success; he also commented on the importance of the coyote issue, and the
litigation filed against the City by PETA, and stated that as part of the litigation, the City is
working on a coyote management plan in conjunction with the Pasadena Humane Society.
Council Member Verlato announced that she attended the Economic Forecast Summit
Conference at Cal Poly Pomona College of Business Administration, and noted that they have
predicted that there will be no recession in next 18 months; she commented on residential real
estate in the San Gabriel Valley; she also announced that she attended the Arcadia Historical
Society's recognition of the Arcadia Chinese Association for their years of service to the
community, and congratulated them for their 35 years of service to Arcadia; she noted the one
year anniversary of the Vietnam Veterans War Monument, and thanked City Clerk Glasco for all
he does for the veteran community; she also noted that on Saturday, May 27, is the Field of
Honor Memorial event at the Arcadia County Park, sponsored by the County of Los Angeles
Supervisor, and invited everyone to attend.
Mayor Pro Tem Tay announced that he also attended the Arcadia Firefighters Annual Pancake
Breakfast and that even though it was raining it was well attended; that the Arcadia Rotary Club
honored Senior of the Year Joyce Platt for her years of service; and also announced that the
drought is not over; he provided some Arcadia statistics distributed at a recent SCAG meeting
he attended recently regarding Arcadia's population, growth, and household information.
City Clerk Glasco provided information on Board and Commission openings; he also announced
that on Saturday, May 27, at the Arcadia County Park is the 20th Annual Memorial Day event
sponsored by County Supervisor Barger, and the one year anniversary of the Arcadia Vietnam
War Monument Memorial, and encouraged everyone to attend.

Mayor Amundson spoke about his theme during his term as Mayor, Fiscal Responsibility,
Enforcement and Education ("FREE"), and explained the FR is for Fiscal Responsibility, E =
Enforcement, and E = Education; he also proposed a City Council and School Board joint
meeting, and asked for two more votes. The City Council concurred. He announced that he is
looking for home town heroes and solicited input from the community; he read a message from
NextDoor regarding a coyote incident; and noted that he also attended the San Gabriel Valley
Economic Forecast Summit, and former Mayor Villaraigosa commented on some of the
mandates when he was in office.
2. CONSENT CALENDAR
a. Regular Meeting Minutes of May 2, 2017.
Recommended Action: Approve
b. Contract with ACCO Engineered Systems, Inc. for the Community Center HVAC
Replacement Project in the amount of $37,117.
Recommended Action: Approve
c. Reject all Bids for the Downtown City Parking Lot and Pedestrian Access
Improvement Project, and direct staff to separate out and re-bid the Pedestrian
Access Improvements.
Recommended Action: Approve
d. Authorize the expenditure of $54,400 for the repaving of a portion of Foothill
Boulevard in the City Limits as a scope change on the County of Los Angeles
project for pavement rehabilitation and traffic signal upgrades on Foothill
Boulevard between Rosemead Boulevard and Michillinda Avenue.
Recommended Action: Approve
e. Accept all work performed by Vincor Construction, Inc. for the Longden Forebay
Roof Replacement Project as complete.
Recommended Action: Approve
f. Resolution No. 7178 authorizing submittal of the Fiscal Year 2016-17
Transportation Development Act — Article 4 Claim Forms to receive capital and
operating funds for Arcadia Transit.
Recommended Action: Adopt
It was moved by Mayor Pro Tern Tay, seconded by Council Member Chandler, and carried on
roll call vote to approve Consent Calendar Item 2.a, and 2.c. through 2.f. (Consent Calendar
Item 2.b continued to a future meeting). Council Member Verlato noted that she had a conflict of
interest on Item 2c because she owns and work within a building that is adjacent to the
proposed pedestrian access improvements in the Downtown.

3. CITY MANAGER
a. Resolution No. 7165 setting service rates for the collection of residential refuse
and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code.
Recommended Action: Adopt
Environmental Services Officer Hevener presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on
roll call vote to adopt Resolution No. 7165 setting service rates for the collection of residential
refuse and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code add CEQA
exemption .
