SUBJECT: ACCEPT ALL WORK PERFORMED BY VASILJ, INC. FOR THE
MISCELLANEOUS SEWER MAIN REPAIR PROJECT AS COMPLETE
Recommendation: Approve
SUMMARY
On March 21, 2017, the City Council approved a contract with Vasilj, Inc. in the amount
of $44,650 for the Miscellaneous Sewer Main Repair Project. The terms and conditions
of this project have been complied with and the work has been performed to the
satisfaction of the Project Manager for a total project cost of $35,150. This amount
reflects the original contract amount of $44,650 minus quantity changes totaling $9,500,
or 21.28% less than the original contract amount.
It is recommended that the City Council accept all work performed by Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project as complete, and authorize the final payment
to be made in accordance with the contract documents, subject to the retention of
$1,757.50.
BACKGROUND
In 2006, the State Water Resources Control Board (“SWRCB”) adopted the Waste
Discharge Requirement Program for all public owned sanitary sewer collection systems
in California with more than one mile of sewer pipeline. Under this program, the City is
required to prepare and implement a Sewer System Management Plan (“SSMP”). The
SSMP identifies routine and preventative operation and maintenance activities and
preventative maintenance actions such as regular visual and CCTV inspections of
manholes and sewer pipes. Results of these inspections are used to prioritize and
prepare projects to repair damaged sewer pipe segments.

DISCUSSION
On March 21, 2017, the City Council approved a contract with Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project. The work performed included repairing the
sewer main on Arcadia Avenue. In addition, four damaged manholes (one on Foothill
Boulevard, one on Highland Oaks Drive, one on Huntington Drive, and one at Santa
Anita Avenue) were repaired. During the course of the work, it was discovered that one
section of the damaged sewer pipe on Arcadia Avenue was longer than what was
identified in the contract specifications. The Contractor submitted a change order
request for the additional work. The quote submitted by the contractor was beyond a
reasonable cost. Staff evaluated the section that was not in the contract specifications
and found that the pipe is cracked but still serviceable, and did not require immediate
repair. The section of sewer pipe requiring additional work was removed from the
contract and a credit of $9,500 was applied. This work will be included in a future
miscellaneous sewer main repair project.
The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. Vasilj, Inc. completed the
work as defined by the City’s specifications in an efficient and timely manner.
FISCAL IMPACT
Funds in the amount of $70,000 were budgeted in the Fiscal Year 2016-17 Capital
Improvement Program for the Miscellaneous Sewer Main Repair Project. The total cost
for this project is $35,150, which includes the original contract amount of $44,650 minus
quantity changes totaling $9,500, or 21.28% less than the original contract amount. The
remaining funds will go back to the Sewer Fund balance.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Vasilj, Inc. for the
Miscellaneous Sewer Main Repair Project as complete, and authorize the final payment
to be made in accordance with the contract documents, subject to the retention of
$1,757.50.
