PROPERTY AT 615 SOUTH SECOND AVENUE (12-FOOT WIDTH
DEDICATION ALONG PROPERTY FRONTAGE AS PART OF PARCEL
MAP 71991) FOR PUBLIC USE Recommendation: Adopt
SUMMARY
On May 9, 2017, the Arcadia Planning Commission approved Parcel Map 71991 subject to conditions of approval. The parcel map is for a proposed four-unit residential
condominium development at 615 South Second Avenue. The map shows a 12-foot
wide dedication along the property frontage, which will be used for street and sidewalk
purposes. Parcel Map 71991 is now ready for approval, and the dedication is offered on
the Map.
In consideration of the developer’s offer of dedication, it is recommended that the City
Council adopt Resolution No. 7182 accepting the dedication as set forth in Parcel Map
71991. BACKGROUND
The Arcadia Planning Commission approved Parcel Map No. 71991 with a condition
requiring the developer to replace the existing sidewalk and construct new sidewalk
along the property frontage, as well as construct a driveway approach and ramp to allow for the future widening of Second Avenue. In addition to constructing all public
improvements, the developer was conditioned to dedicate a 12-foot wide strip along
Second Avenue to the City for street and sidewalk purposes.

DISCUSSION
The developer has submitted the final parcel map to the City for approval offering the
dedication, and has met all conditions of approval for the tentative map. Parcel maps
do not require City Council approval in accordance with Section 9105.01.060 Table 5-1.
However, since this Parcel Map includes an offer of dedication, the City Council must either accept or reject the offer before the map can be approved.
ENVIRONMENTAL ANALYSIS
The proposed dedication is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15301(c) because the action consists of a legal transfer of ownership, which will result in negligible or no expansion of use.
FISCAL IMPACT
There will be no fiscal impact incurred by the City as a direct result of this action.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 7182 accepting a dedication of certain property at 615 South Second Avenue (12-Foot width dedication
along property frontage as part of Parcel Map 71991) for public use.
