ANNUAL CAPITAL IMPROVEMENT PROGRAM TO INCLUDE RMRA
FUNDING FOR VARIOUS PAVEMENT AND CONCRETE
REHABILIATION PROJECTS Recommendation: Adopt
SUMMARY
On April 28, 2017, the Governor signed Senate Bill (“SB”) 1, which is known as the
Road Repair and Accountability Act of 2017. SB 1 was enacted to address maintenance, rehabilitation, and critical safety projects on local streets and roads. In
November 2017, the City will start receiving Road Maintenance and Rehabilitation
Account (“RMRA”) funding. In order for the City to begin to receive this funding, the City
must identify and show proof that the funds are budgeted in the Fiscal Year 2017-18
Capital Improvement Program (“CIP”).
It is recommended that the City Council adopt Resolution No. 7184, amending the
Fiscal Year 2017-18 Annual Capital Improvement Program to include RMRA funding for
various pavement and concrete rehabilitation projects in the amount of $322,300.
BACKGROUND
On April 28, 2017, Governor Jerry Brown signed SB 1 to address road maintenance,
rehabilitation, and critical safety projects on local streets and roads. SB 1 is funded
through an increase in gasoline fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees. A percentage of the new RMRA funding has been apportioned by
formula to eligible cities and counties to enhance existing Street Maintenance of Effort
(“MOE”) levels. The MOE for each City was established by the State Controller’s office
and is based on the average money spent on local street and road projects during
Fiscal Years 2009-10, 2010-11, and 2011-12.

In order to receive RMRA funding, the City must continue to spend the same amount of money on street improvement projects as it had in the past based on that three-year
average. The idea behind this is for cities to continue current funding levels to improve
streets and roads and enhance this effort with the additional RMRA funding.
The City of Arcadia’s three-year average MOE is $2,015,411. It is estimated that the City of Arcadia will receive approximately $322,338 in Fiscal Year 2017-18 and
approximately $966,657 annually starting in Fiscal Year 2018-19. Each year, the City
must allocate the three-year MOE average towards street and road projects in order to
continue to receive RMRA Funding. It is important to note that while other transportation funds including Measure R, Measure M, and Highway Users Tax Act (“HUTA”) may be used for street maintenance and rehabilitation, such funds may not be used to meet the
MOE three-year average requirement.
The following projects are included in the City’s Fiscal Year 2017-18 CIP and go toward the $2,015,411 MOE requirement:
• Annual Slurry Seal Program
• Median Turf Rehabilitation – Phase 2
• Pavement Rehabilitation Program
• Miscellaneous Traffic Signal Improvements
• Arterial Rehabilitation - Huntington Drive from Santa Clara to Fifth Street
RMRA funds can only be used for projects that include road maintenance and
rehabilitation, safety projects, railroad grade separations, traffic control devices, and complete street components, including active transportation purposes, pedestrian and
bicycle safety projects, transit facilities, and drainage and storm water capture projects.
DISCUSSION
Prior to receiving an apportionment of RMRA funds, the City must submit a list of proposed projects that will utilize RMRA funds to the California Transportation
Commission (“CTC”). The proposed projects must be approved and adopted as part of
the City’s operating or CIP budgets or amended into the budget. The projects that
proposed to be submitted to the CTC are currently included in the City’s approved Fiscal Year 2017-18 Capital Improvement Program. The following projects are proposed to receive RMRA funding:
Pavement Rehabilitation Program - The project will grind the top two 2 inches of
existing asphalt and re-pave the surface with rubberized asphalt on the City roadway segments of Walnut Avenue, Delta Lane, Hampton Road, Fifth Avenue, and Camino Grove Avenue. Other repair items to be included in the project are localized AC digout
repairs and minor repairs to concrete curb and gutter, sidewalk, and cross gutters.

Colorado Blvd Sidewalk Gap Closure - Construction of a new sidewalk and retaining wall along the north side of Colorado Boulevard, from San Antonio Road to the
Colorado Boulevard Gold Line Bridge.
The Capital Improvement Project detail sheets for the proposed projects must include a description and precise location of the project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. The use of RMRA funding
must also be included in the CIP detailed sheets. No appropriation is necessary for
these projects. In fact, the City will offset current Capital Outlay funding with the new
RMRA funds. The funding section will be changed on both sheets to indicate that RMRA funding will be utilized (see attachment of Resolution 7184). Amending the CIP detail sheets will ensure that the City is in compliance with SB 1 RMRA requirements.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT The City of Arcadia will receive approximately $322,338 in funds from RMRA to be
included in Fiscal Year 2017-18 Capital Improvement Program, rounded to the nearest
$100 per City protocols. Capital Outlay funds that were originally identified and
budgeted in the CIP will go back to the fund balance. In future budget years, the RMRA funding will be incorporated into the normal budget development cycle.
RECOMMENDATION
It is recommended that the City Council approve Resolution No. 7184, amending the Fiscal Year 2017-18 Annual Capital Improvement Program to include RMRA funding for various pavement and concrete rehabilitation projects.
