FOR THE FISCAL YEAR 2016-17 ANNUAL SLURRY SEAL PROJECT AS COMPLETE Recommendation: Approve SUMMARY On March 7, 2017, the City Council approved a contract with Doug Martin Contracting, Inc. in the amount of $624,135.54 for the Fiscal Year 2016-17 Annual Slurry Seal Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $586,836.42. This amount reflects the original contract amount of $624,135.54 minus quantity changes totaling $37,299.12, or 6.0% less than the original contract amount. It is recommended that the City Council accept all work performed by Doug Martin Contracting, Inc. for the Fiscal Year 2016-17 Annual Slurry Seal Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $29,341.82. DISCUSSION The Public Works Services Department (“PWSD”) is responsible for the maintenance and repair of approximately 147 miles of roadway within the City. In 1999, as part of the Pavement Management Program, the condition of all City streets was assessed and a Slurry Seal Maintenance Program was established to help prolong the life of City streets through scheduled maintenance related to safety, drainage, and the effects of weather on the pavement surface. This program provides surface maintenance of all City streets and divided the City into eight zones, with one zone being addressed each year as part of an eight-year cycle. Accept 2016-17 Annual Slurry Seal Project October 17, 2017 Page 2 of 3 On March 7, 2017, the City Council approved a contract with Doug Martin Contracting, Inc. for the Fiscal Year 2016-17 Annual Slurry Seal Project. The work performed encompassed approximately 21 miles of residential streets as shown on the attached Project Location Map (Exhibit “A”) and included crack sealing, the application of an emulsified asphalt and sand coating commonly referred to as slurry, asphalt concrete edge grinding, and re-striping of street centerlines, stop bars, and other safety striping. This process protects the asphalt pavement surface from weather, restores skid resistance, and provides an aesthetic uplift to the street and neighborhood. During the course of work, staff evaluated the quality and coverage of the slurry sealing and made adjustments with the contractor, as required, to ensure the best possible finished product. There was also a reduction in the amount of edge grinding that was performed due to locations where it was determined that edge grinding was not needed. Eventually, these adjustments resulted in contract change orders based on the quantities and unit prices of the actual material applied. Below is a breakdown of the contract change orders. Deleted 130 Tons of Type II Slurry Seal ($20,826.50) Total: ($37,299.12) The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Doug Martin Contracting, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $795,000 have been budgeted in the Fiscal Year 2016-17 Capital Improvement Program for the Annual Slurry Seal Program. The total cost for this project is $586,836.42. This amount reflects the original contract amount of $624,135.54 minus contract change orders totaling $37,299.12 or 6% less the original contract amount. Accept 2016-17 Annual Slurry Seal Project October 17, 2017 Page 3 of 3 RECOMMENDATION It is recommended that the City Council accept all work performed by Doug Martin Contracting, Inc. for the Fiscal Year 2016-17 Annual Slurry Seal Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $29,341.82.
