SUBJECT: ACCEPT ALL WORK PERFORMED BY J. DE SIGIO CONSTRUCTION,
INC. FOR THE WATER MAIN REPLACEMENT PROJECT AS COMPLETE Recommendation: Approve
SUMMARY
On June 20, 2017, the City Council approved a contract with J. De Sigio Construction, Inc. in the amount of $302,000 for the Water Main Replacement Project. The terms and
conditions of this project have been complied with and the work has been performed to
the satisfaction of the Project Manager for a total project cost of $275,496. This amount
reflects the original contract amount of $302,000 minus contract change orders totaling $26,504, or 8.78% less than the original contract amount.
It is recommended that the City Council accept all work performed by J. De Sigio
Construction, Inc. for the Water Main Replacement Project as complete, and authorize
the final payment to be made in accordance with the contract documents, subject to the retention of $13,774.80.
DISCUSSION
The City of Arcadia’s Water Main Replacement Program is designed to replace aged and deteriorating water mains throughout the City’s water distribution system. The water main replacement project identified as a part of the Fiscal Year 2016-17 Capital
Improvement Program included the replacement of the 10-inch water main on Camino
Real Avenue between Second Avenue and Fourth Avenue.
The 10-inch cast iron water main along Camino Real Avenue was installed in 1941. In recent years, Public Works Services Utilities service crews made several emergency
repairs to the water main on Camino Real Avenue between Second Avenue and Fourth
Avenue. The reason for so many emergency repairs is due to the age and material of
the pipe.

On June 20, 2017, the City Council approved a contract with J. De Sigio Construction,
Inc. for the Water Main Replacement Project. The work performed included excavating
the street right-of-way on Camino Real Avenue between Second Avenue and Fourth
Avenue, removing the existing 10-inch cast iron water main, installing a new 10-inch ductile water main and new valves. During the course of work, the City received credits for reduction in quantities of a few bid items. Below is a breakdown of contract change
orders.

1. Deleted (25LF) – Furnish and Install 8-inch Ductile Iron Pipe ($5,575.)
2. Deleted (32LF) – Furnish and Install 6-inch Ductile Iron Pipe ($7,429.)
3. Deleted (1,800 SF) – Asphalt Pavement ($13,500.)

All Terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. J. De Sigio Construction, Inc.
completed the work as defined in the project plans and specifications in an efficient and
timely manner. FISCAL IMPACT
Funds in the amount of $440,000 have been budgeted in the Fiscal Year 2016-17 CIP
for the Water Main Replacement Project. The total cost for the Water Main
Replacement Project is $275,496. This amount reflects the original contract amount of $302,000 minus contract change orders totaling $26,504., or 8.78% less than the
original contract amount.
RECOMMENDATION It is recommended that the City Council accept all work performed by J. De Sigio
Construction, Inc. for the Water Main Replacement Project as complete and authorize
the final payment to be made in accordance with the contract documents, subject to the
retention of $13,774.80.
