FOR THE PURCHASE OF ONE 2018 AERIAL LIFT TRUCK FOR THE PUBLIC WORKS SERVICES DEPARTMENT IN THE AMOUNT OF $98,149 Recommendation: Approve SUMMARY The Fiscal Year 2017-18 Equipment Acquisition Budget provides for the replacement of one diesel aerial lift truck in the Public Works Services Department (“PWSD”) that meets criteria for replacement in the Vehicle Replacement Program. In addition, the Tier 3 diesel engine in the aerial lift truck is not compliant with the Air Quality Management District’s (“AQMD”) mandates that require all non-compliant diesel engines to be replaced by the Year 2021. Using the National Joint Powers Alliance (“NJPA”) cooperative purchasing program enables the City to streamline the process of procuring vehicles and receive the best price possible. It is recommended that the City Council approve a purchase order with Altec Industries, Inc. for the purchase of one 2018 aerial lift truck for the Public Works Services Department in the amount of $98,149 from Altec Industries, Inc. using the NJPA purchasing program pricing. DISCUSSION The Fiscal Year 2017-18 Equipment Acquisition Budget provides for the replacement of one diesel aerial lift truck in the Public Works Services Department. The 2000 Ford F- 450 diesel aerial lift truck has approximately 101,000 miles and is utilized by the Street Lighting/Traffic Signal Technicians daily to perform maintenance and repairs of approximately 1,700 City-owned street lights and 64 signalized intersections throughout the City. The aerial lift truck is used for a multitude of tasks, ranging from replacing traffic signal LED lamps, adjusting CCTV cameras, replacing intersection lighting, lifting maintenance personnel to access City facility roofs for repairs, and installing City banners and flags. Award Purchase Order for Aerial Lift Truck November 21, 2017 Page 2 of 3 The 2000 diesel aerial lift truck being replaced meets the mileage and age requirements of the City’s Vehicle Replacement Program. Additionally, the PWSD has several heavy duty vehicles with diesel engines that need to be replaced by the Year 2021. To avoid replacing all of these vehicles in the same year, ones that currently meet the City’s vehicle replacement criteria and also have higher annual mechanical costs are being replaced now. Replacing the 2000 diesel aerial lift truck will allow the City to meet the AQMD mandate that requires heavy duty equipment to be replaced with Tier 4 compliant engines by 2021. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by the NJPA while still remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase this equipment at a lower cost than traditional competitive bidding. To ensure that the City is receiving the best price possible, the PWSD solicited an informal quote from a local dealership and found that the aerial lift truck offered through the NJPA was approximately $5,000 cheaper in price. The NJPA has awarded a contract to Altec Industries, Inc. for aerial lifts, cranes, and chippers. Altec Industries, Inc. is a global manufacturer of aerial lifts and specialty equipment for the electric utility, telecommunications, tree care, and light and sign maintenance industries. The bidding process and the contract with Altec Industries, Inc. have been reviewed by the PWSD and it has been determined to meet the City’s procurement requirements. ENVIRONMENTAL ANALYSIS The purchase of one aerial lift truck from Altec Industries, Inc. is not considered a project as defined by California Environmental Quality Act (“CEQA”) Section 15378; as a purchase order of this nature is considered ministerial. FISCAL IMPACT The total purchase cost for the vehicle is $98,149. Funds in the amount of $100,000 have been budgeted in the Fiscal Year 2017-18 Equipment Replacement Budget. RECOMMENDATION It is recommended that the City Council approve a purchase order with Altec Industries, Inc. for the purchase of one 2018 aerial lift truck for the Public Works Services Department in the amount of $98,149.
