HomeMy WebLinkAboutFindings and Action Report Santa Anita “Village” Community Association of Arcadia Architectural Review Board Findings and Action Report November 2, 2017 Project Address: 924 Kingsley Drive File 1177 APPLICANT: Kamen Lai 8748 E Valley Blvd. Ste K Rosemead CA 91770 OWNER: Guang Yang 9518 Olive St, Temple City CA 91780 Description of what is proposed: NEW single story residence at 924 Kingsley Dr Arcadia CA 91007. Lot Size 10,621 SF. Proposed living area 3,583 SF + 422 SF garage. FAR= 34% Action: APPROVED WITH CONDITIONS 1. The Building Department will determine if the sections of existing block wall that are indicated to be build up to 6 feet including a new cap is within safety code/standards to do so. 2. Consider using real stone for the wainscot instead of cultured stone. Findings: I.SITE PLANNING –The proposed project is consistent with the Site Planning Guidelines as shown on the provided streetscape and elevations. This project will enhance the neighborhood. Some varied and open space is provided and the mass, scale, height and bulk are in scale with the surrounding neighborhood. II. ENTRY – The proposed project is consistent with the Entry Guidelines. The entry porch is simple in design which is a feature generally found in the Village. The style is congruent with the architecture of this proposal. The recessed depth provides the appearance of shelter. The entry roof pitch is the same pitch found throughout. III. MASSING – The proposed project is consistent with the Massing Guidelines. All 4 elevations of this structure have some wall and roof articulation. More articulation would have been desirable but what is shown is adequate. . IV. ROOFS – The proposed project is consistent with the Roofs Guidelines. The roof materials and design are compatible with the architectural style. Pitch is consistent throughout (3:12). V. FAÇADE DESIGN – The proposed project is consistent with the Façade Design Guidelines. The architecture on the front façade is consistent on all 4 elevations. An adequate change in plane gives visual relief. VI. DETAILS - The proposed project is consistent with the Details Guidelines. Windows and doors relate to the proposed style. Surrounds will be of wood. Fascia boards are to be 4 inches wide. Windows are to be recessed 2 inches And will feature SDL grids. Consider using real stone instead of the Boral cultured stone. VII. MATERIALS AND COLORS - The proposed project is consistent with the Materials and Colors Guidelines. The earth colors are commonly found in the Village and blend the project with the surrounding environment. See note about wainscot materials above. VIII. LANDSCAPE AND HARDSCAPE - The proposed project is consistent with the Landscape and Hardscape Guidelines. The Conceptual landscape plans accurately reflect the existing trees and plantings and proposed new plantings. No protected trees are to be removed. The large pine located within the required front yard is to remain. The ratio of hardscape to landscape meets city codes. IX. FENCES AND WALLS –The proposed project is consistent with the Fences and Walls Guidelines. The Building Department will determine if the sections of existing block wall that are indicated to be build up to 6 feet including a new cap is within the safety code to do so. X. ARCHITECTURAL STYLE - The proposed project is consistent with the Architectural Style Guidelines. All 4 facades reflect what is described in the Historic Survey as a predominant minimal traditional style found in the Village. XI. ADDITIONS AND ALTERATIONS -NA XII. STREETSCAPE & FRONT OF DWELLING - The proposed project is consistent with the Streetscape & Front of Dwelling Guidelines as accurately represented in the streetscape comparison provided. XIII. FLOOR AREA & SETBACKS - The proposed project is consistent with the Floor Area & Setbacks Guidelines. The FAR is within the limits set by the New Development Codes for the Village. All setbacks are also within the codes. XIV. GARAGES - The proposed project is consistent with the Garages Guidelines. While the garage is located along the front elevation, it has considerably less linear feet than that of the house portion of the front elevation. Thus, it does not tend to dominate the front elevation. XV. EXTERIOR BUILDING MATERIALS & APPEARANCE - The proposed project is consistent with the Exterior Building and Appearance Guidelines. The building materials are seamless to the design. See note about the material being used for the wainscot. XVI. AFFECT ON ADJACENT PROPERTIES & NEIGHBORHOOD – The proposed project is consistent with the Affect On Adjacent Properties & Neighborhood Guidelines. This project has been carefully considered and will enhance and respect the surrounding streetscape. These Actions and Findings were made by the following ARB Members of the Santa Anita “Village” Community Association of Arcadia at a meeting held on June 14, 2017 at 229 S. Altura Rd. Arcadia CA 91007. The vote was 4 to none to approve. No objections were stated by the neighbors. You may be limited to raising only those issues and objections, which you or anyone else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning Commission may be made in writing and delivered to Planning Services at 240 W. Huntington Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete application packet and 12 sets of architectural plans and the appeal fee in accordance with the applicable fee schedule.
