SUBJECT: PURCHASE ORDER WITH PENSKE CHEVROLET OF CERRITOS FOR
THE PURCHASE OF ONE 2018 CHEVROLET SILVERADO 4WD PICKUP TRUCK IN THE AMOUNT OF $32,079.11 Recommendation: Approve
SUMMARY
The Fiscal Year 2017-18 Equipment Acquisition Budget provides for the replacement of one standard pickup truck for the Public Works Services Department (“PWSD”) that
meets criteria for replacement in the Vehicle Replacement Program. To ensure that the
City is receiving the most competitive price for one 2018 Chevrolet Silverado 4-wheel
drive heavy duty pickup truck, a formal bid process was conducted. Penske Chevrolet of Cerritos submitted the lowest responsive bid.
It is recommended that the City Council approve a purchase order with Penske
Chevrolet of Cerritos for the purchase of one 2018 Chevrolet Silverado 4WD pickup
truck in the amount of $32,079.11. BACKGROUND
The Fiscal Year 2017-18 Equipment Acquisition Budget provides for the replacement of
one standard pickup truck in the Public Works Services Department. The 2002 Chevrolet 2500 standard pickup truck has approximately 102,000 miles and is utilized by the Fleet Services Section daily to respond to service and maintenance road calls.
These road calls can require travel over a variety of on and off-highway areas located
throughout the City. Additionally, the Fleet Services Section performs maintenance and
refueling services of the emergency generator at the City’s communication repeater station located approximately five miles above the Chantry Flats Trailhead in the Angeles National Forest. The road is occasionally unpassable with a standard pickup
due to rutted conditions after heavy rains. The new 4-wheel drive pickup truck will allow
maintenance crews to safely navigate the road for maintenance and refueling of the
generator and during a possible emergency. The 2002 Chevrolet 2500 standard pickup

truck being replaced meets the mileage and age requirements of the City’s Vehicle Replacement Program.
DISCUSSION
A Notice Inviting Bids was published in the City’s adjudicated newspaper, and bid packages were provided to local vendors who provide this type of vehicle. On
November 14, 2017, the City Clerk received 3 bids with the following results:

All bid documents were reviewed for content and the vendor’s background was investigated. Based on this review, it has been determined that Penske Chevrolet of
Cerritos is the lowest responsive bidder that met the City’s required vehicle
specifications.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The total purchase cost for the vehicle is $32,079.11. Funds in the amount of $55,000
have been budgeted in the Fiscal Year 2017-18 Equipment Replacement Budget.
RECOMMENDATION
It is recommended that the City Council approve a purchase order with Penske
Chevrolet of Cerritos for the purchase of one 2018 Chevrolet Silverado 4WD pickup
truck in the amount of $32,079.11.
