HomeMy WebLinkAboutItem 2f - Reject all bids for Tennis Court Resurfacing ProjectReject Bids for Tennis Court Resurfacing Project December 5, 2017 Page 1 of 2 DATE: December 5, 2017 TO: Honorable Mayor and City Council FROM: Tom Tait, Public Works Services Director By: Dave Thompson, Streets Superintendent SUBJECT: REJECT ALL BIDS RECEIVED FOR THE TENNIS COURT RESURFACING PROJECT AND DIRECT STAFF TO REBID THE PROJECT Recommendation: Approve SUMMARY The Fiscal Year 2017-18 Capital Improvement Project budget provides for the resurfacing of the tennis courts at Camino Grove Park and Bicentennial Park. To ensure that the City is receiving the most competitive pricing for this type of service, a formal bid process was conducted and two bids were received. Both bids received exceeded the estimated budget for these services. It is recommended that the City Council reject all bids received for the Tennis Court Resurfacing Project and direct staff to rebid the project. DISCUSSION The Public Works Services Department (“PWSD”) is responsible for the maintenance and repair of all City parks and facilities. The Fiscal Year 2017-18 Capital Improvement Project budget provides for the resurfacing of three tennis courts at Camino Grove Park and two tennis courts at Bicentennial Park. The project includes the removal of existing coatings, crack filling and sealing, minor court repairs, and the striping of court lines. A Notice Inviting Bids was published in the City’s adjudicated newspaper, and bid packages were provided to local vendors who provide tennis court resurfacing services. On November 21, 2017, the City Clerk received two bids with the following results: Bidder Location Bid Amount Pacific Tennis Courts, Inc. Moorpark, CA $57,795 Zaino Tennis Courts, Inc. Orange, CA $97,665 Reject Bids for Tennis Court Resurfacing Project December 5, 2017 Page 2 of 2 All bids received exceeded the estimated budget for this project of $50,000. The PWSD has reviewed the bids and project design and feels that savings can be achieved by utilizing City maintenance crews to complete portions of the project in order to keep costs within the budget. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Funds in the amount of $50,000 have been budgeted in the Fiscal Year 2017-18 Capital Improvement Plan for the Tennis Court Resurfacing Project. RECOMMENDATION It is recommended that the City Council reject all bids received for the Tennis Court Resurfacing Project and direct staff to rebid the project.
