HomeMy WebLinkAbout5-23-17 PC MinutesA ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, May 23, 2017 CALL TO ORDER - Vice Chairman Chan called the meeting to order at 7:00 p.m. in the Arcadia Council Chamber. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Chiao, Lewis, Thompson and Chan ABSENT: Chairman Lin It was moved by Commissioner Chiao, seconded by Commissioner Lewis to excuse Chairman Lin from the meeting. Without objection the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Staff did not have any supplemental information. PUBLIC COMMENTS (5 minute time limit per person) There were none. PUBLIC HEARING Resolution No. 1993 — Approving Conditional Use Permit N Exemption under the California Environmental Quality Act Crossfit and personal training gym at 142 W. Live Oak Avenue Applicant: Mr. Eric Chang Recommended Action: Adopt Resolution No. 1993 o. CUP 17-04 with a Categorical (CEQA) for a 4,000 square -foot Community Development Administrator, Jim Kasama introduced the item and turned it over to Associate Planner, Jordan Chamberlin who presented the staff report. Vice Chairman Chan opened the Public Hearing and asked if the applicant would like to speak on this item. Applicant Mr. Eric Chang responded. Vice Chairman Chan asked if anyone else would like to speak in favor of the item. No one responded. Vice Chairman Chan asked if there was anyone who would like to speak in opposition of the item. No one responded. Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the City's Planning Services Office located at 240 W Huntington Drive, Arcadia, California, during normal business hours. MOTION It was moved by Commissioner Lewis, seconded by Commissioner Thompson to close the public hearing. Without objection, the motion was approved. Live Oak Avenue ROLL CALL AYES: Commissioners Thompson, Lewis, Chiao and Chan NOES: None ABSENT: Vice Chairman Lin CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be removed from the Consent Calendar for separate discussion and action. 2. 9 Determination and finding that the proposed Recreation and Parks Master Plan 2017 is exempt under the California Environmental Quality Act (CEQA) and consistent with the General Plan Recommended Action: Approve The Commission pulled Agenda Item 2 for discussion. Commissioner Thompson had questions regarding the estimated costs of several items listed in the proposed Recreation and Parks Master Plan 2017. He also mentioned that the Park Site Index would be more helpful if it was located in the front of the document in order to cross reference items. Director of Recreation and Community Services, Sara Somogyi explained that the intention when creating the Master Plan, which included extensive input from the community, was to evaluate and identify everything that needs to be repaired, replaced and/or enhanced if the funds are available to do so. All of the items listed in the Master Plan are not necessarily going to be completed and it should be viewed as a wish list. Commissioner Chan suggested that when the urinals in the restrooms at City facilities are replaced, to consider replacing them with waterless urinals. Ms. Somogyi said she will check with Public Works Services to see if replacing urinals with waterless urinals is a possibility. Minutes of May 9, 2017, Arcadia Planning Commission Regular Meeting Recommended Action: Approve MOTION It was moved by Commissioner Thompson, seconded by Commissioner Chiao to approve Consent Calendar Items 2 and 3. 5-23-17 ROLL CALL AYES: Commissioners Thompson, Chiao, Lewis and Chan NOES: None ABSENT: Vice Chairman Lin MATTERS FROM CITY COUNCIL LIAISON Council Liaison Beck reported that at the last Planning Commission meeting, Vice Chairman Chan suggested that the City purchase more license plate reader cameras, and he wanted to let him know that the City is going to purchase an additional six (6) license plate reader cameras. He reported that the City Council had a Study Session on May 16`" regarding the Fiscal Year 2017-2018 budget and that the budget will be adopted at the June 61" meeting. In addition, the City Council approved the Ordinance relating to Accessory Dwelling Units and decided to prohibit short term rentals. He addressed Commissioner Thompson's concern regarding the replacement of the turf at the soccer field located next to the City Hall parking lot. He explained that the City Council noticed that the field had excessive wear and when they looked into the warranty for the field it was discovered that there are several claims across the country against the company that provided and installed the field. He felt that the City had to act quick and utilize the warranty. The Council decided to have the company replace the field with an upgraded product. The upgraded product cost $140,000 and AYSO donated $35,000 of that amount and the company included another 10 -year warranty for the product. Lastly, due to the increase in residential burglaries he advised everyone to get an alarm and use it. MATTERS FROM PLANNING COMMISSIONERS Commissioner Thompson congratulated Mr. Kasama on his upcoming retirement. Vice Chairman Chan announced that he is a member of the Arcadia Rotary Club and the Club placed 1,000 flags at Arcadia County Park on the corner of Huntington Drive and Santa Anita Avenue in honor of Veterans. The flags will be on display until Tuesday, May 30". Flags can be purchased and the funds are used to maintain the war monument at the park and for grants to the Arcadia School District. Commissioner Lewis reported that she will not be able to attend the June 27`" meeting MATTERS FROM ASSISTANT CITY ATTORNEY Assistant City Attorney Michael Maurer did not have anything to report. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama announced the following upcoming Agenda items: for the June 13th meeting there is a Conditional Use Permit application for an indoor play space at Highlander Shopping Center, at the City Council meeting on June 20t' staff will present an item relating to the Design Guidelines Update, at the June 27`" meeting there will be a Text Amendment for the Ordinance relating to short term rentals, and possibly a Conditional Use Permit application for another fitness facility at 7 - 11 E. Foothill Boulevard. 5-23-17 ADJOURNMENT The Planning Commission adjourned the meeting at 8:06 p.m. to Tuesday, June 13, 2017, at 7:00 p.m., in the City Council Chamber at 240 W.
