Flores, Planning & Community Development Administrator Prepared By: Jordan Chamberlin, Associate Planner SUBJECT: RESOLUTION NO. 7195 APPROVING FINAL MAP NO. 73106 WITH A CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (“CEQA”) FOR A 20 UNIT MULTI- FAMILY RESIDENTIAL CONDOMINIUM SUBDIVISION AT 501 N. SANTA ANITA AVENUE, AND ACCEPTING A DEDICATION OF CERTAIN PROPERTY FOR A CORNER CUT BACK AT THE NORTHWEST CORNER OF N. SANTA ANITA AVENUE AND COLORADO BOULEVARD FOR PUBLIC USE Recommendation: Adopt SUMMARY On October 13, 2015, the Arcadia Planning Commission approved Tentative Tract Map No. 73106, for a 20 unit multiple-family residential condominium development at 501 N. Santa Anita Avenue, on the northwest corner of Santa Anita Avenue and Colorado Boulevard. The developer has met all the conditions of approval pertaining to the map and has submitted the Final Tract Map and all required documents for approval. In accordance with Arcadia Development Code Section 9105.05.050, the City Council shall approve a final map if it conforms to all the requirements of the subdivision regulations in the Development Code and the State Subdivision Map Act. As a requirement on the Final map, the City must vacate an existing public utility easement to clear the land for subdivision and development. The Public Utility Easement (“PUE”) vacation is also on this City Council agenda as a separate action. It is recommended that the City Council adopt Resolution No. 7195 approving Final Tract Map No. 73106 for a 20-unit multiple-family residential condominium subdivision and accepting the dedications from the property owner. Final Map No. 73106 (501 N. Santa Anita) December 19, 2017 Page 2 of 3 BACKGROUND The Arcadia Planning Commission approved Tentative Tract Map No. 73106 on October 13, 2015. The map included conditions to construct a sidewalk along Colorado Boulevard; construct other public improvements along Santa Anita Avenue, Cornell Drive, and Windsor Road; relocate various public utilities out of an existing public utility easement and protect or improve others in place; and dedicate several easements to the City for public purposes. The Map also included provisions for the City to vacate a portion of Colorado Boulevard and the PUE adjacent to Cornell Drive to facilitate the developer’s project. On January 17, 2017, the City Council approved the vacation of a portion of Colorado Boulevard in order to accommodate the development and facilitate the construction of the public sidewalk. The developer has completed all the necessary utility line relocations and improvements in the PUE. Because the map was nearing its two year expiration date (October 13, 2017), a one year extension was approved on October 2, 2017. DISCUSSION The final tract map has been reviewed by the Los Angeles County Department of Public Works, and the appropriate City Departments. The map has been found to be in substantial compliance with the tentative map as conditionally approved by the Planning Commission, and is in compliance with the subdivision requirements in the Development Code and State Subdivision Map Act. The final tract map includes the required dedications of easements for public sidewalk and utility purposes. The developer has met all the conditions of approval pertaining to the final map and has entered into an improvement agreement and posted bonds for all required public improvements. The developer has also requested that the City vacate the PUE to clear the balance of the property for development. The PUE vacation is on this same City Council agenda as a separate action. It is important that this final map be approved concurrent with the approval of the PUE vacation to maintain the utility easements. ENVIRONMENTAL ASSESSMENT Final Map No. 73106 is categorically exempt from environmental review under the California Environmental Quality Act (“CEQA”) pursuant to Section 15332 of the CEQA Guidelines as an infill development. The Planning Commission affirmed this finding and conditionally approved Tentative Tract Map No. 73106 at its regular meeting on October 13, 2015. Final Map No. 73106 (501 N. Santa Anita) December 19, 2017 Page 2 of 3 FISCAL IMPACT There will be no fiscal impact incurred by the City as a direct result of this action. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7195 approving Final Map No. 73106 with a categorical exemption under the California Environmental Quality Act (“CEQA”) for a 20 unit multi-family residential condominium subdivision at 501 N. Santa Anita Avenue, and accepting a dedication of certain property for a corner cut back at the northwest corner of N. Santa Anita Avenue and Colorado Boulevard for public use.
