REGULAR MEETING MINUTES
TUESDAY, NOVEMBER 21, 2017
CALL TO ORDER — Mayor Amundson called the regular meeting to order at 7:00 p.m.
INVOCATION — First Reader Kristin Bennett, First Church of Christ, Scientist

ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Tay, and Amundson
ABSENT: Verlato
On motion by Council Member Beck, seconded by Council Member Chandler, Council Member
Verlato was excused.
REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch reported that prior to the regular meeting, the City Council conducted a
Special Meeting to discuss Items a. through e. listed on the posted agenda under Closed
Session. He indicated that Item c. pertained to a claim for reimbursement of attorney fees and
potential litigation; and that no reportable action was taken.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto noted a correction to the October 3, 2017, City Council meeting
minutes (Consent Calendar Item 2.a), which had been distributed to the City Council.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE
THE READING IN FULL
A motion was made by Mayor Pro Tem Tay and seconded by Council Member Chandler to read
all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of Mayor's Certificate to the Arcadia Historical Society in honor of the
65th Anniversary.
PUBLIC HEARING
a. Ordinance No. 2351 (uncodified) amending uncodified Ordinance No. 2276 and
reauthorizing that Ordinance as amended, including the fee paid to the City by
the State video franchise holders for public, educational, and government access
purposes.
Recommended Action: Introduce
Assistant to the City Manager Bruckner presented the staff report.

Mayor Amundson opened the Public Hearing. No one appeared.
A motion to close the public hearing was made by Council Member Chandler,
seconded by Mayor Pro Tem Tay, and seeing no objection, Mayor Amundson declared the
public hearing closed.
It was moved by Council Member Chandler, seconded by Mayor Pro Tern Tay,
and carried on roll call vote to introduce Ordinance No. 2351 (uncodified) amending uncodified
Ordinance No. 2276 and reauthorizing that Ordinance as amended, including the fee paid to the
City by the State video franchise holders for public, educational, and government access
purposes.

PUBLIC COMMENTS
Gail Marshal, an Arcadia resident, appeared and expressed her concerns about the use of Dial-
A-Ride buses for Taste the Town events; she indicated that the use of these buses for private
events is not permitted; and urged the City Council not to use the Dial-A-Ride buses for Taste
the Town events.
Jolly Wu, an Arcadia resident, appeared and also expressed her concerns over the use of Dial-
A-Ride buses for Taste the Town events; and expressed her frustration over the amount of time
it is taking to upgrade the City Council Restrooms.
Liangyi Gu, an Arcadia resident, appeared and commented on the typographical error on the
October 3, 2017, City Council minutes, which she indicated City Manager Lazzaretto has
already addressed; and explained her reasons why she is opposed to historical preservation.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense[AB 1234]).
Mayor Pro Tern Tay inquired whether the City is in violation of State and Federal laws with
regard to the use of the Dial-A-Ride buses for Taste the Town events.
In response to Mayor Pro Tern Tay's question, City Manager Lazzaretto responded that the City
is not in violation with any State or Federal law; however if the City Council wanted to incur the
cost to rent a private busing company, the cost of the program would increase significantly.
Mayor Pro Tem Tay also announced that on November 9 Arcadia received the 2017 Eddy
Award for Most Business Friendly City by the Los Angeles County Economic Development
Corporation; that on November 12 he attended the commemoration of Dr. Wilson; and the
Arcadia Historical Society's 65th anniversary; he stated that the public meetings regarding
historical preservation have been well attended; that on November 18 he attended the Festival
of Bands; that today he attended the Naomi Gardens Thanksgiving Party, and commented on
the nice speech given by Mayor Amundson.

Council Member Beck announced that he also attended the Eddy Awards, and commended
Mayor Amundson for giving a great speech; and wished everyone a Happy Thanksgiving.
Council Member Chandler wished everyone a Happy Thanksgiving; he commented on the great
turnout at the Festival of Bands; he shared stories involving the Police and Fire department; and
commented on the how fortunate the City is to have their services.
City Clerk Glasco announced that he also attended the Festival of Bands; he indicated that the
Shine A Light event reached its goal and raised $3,500 for the Vietnam War Monument Lighting
Project; and wished everyone a Happy Thanksgiving.
Mayor Amundson announced that last Friday he attended Monrovia's Prayer Breakfast; that
December 1 is the Annual Christmas Tree Lighting Event at the Gold Line Station; that
December 2 is Breakfast with Santa, followed by the Snow Festival at the Community Center; on
December 4, there will be a community meeting at the Library; he stated that the Eddy Award
Ceremony was a great event and it was an exciting night for Arcadia; he read Ronald Reagan's
1985 Thanksgiving Proclamation; he wished everyone a Happy Thanksgiving; and further
announced that November 25 is Small Business Day and encouraged everyone to shop
Arcadia.
2. CONSENT CALENDAR
a. Regular Meeting Minutes of October 3, 2017, and Special and Regular Meeting
Minutes of November 7, 2017.
Recommended Action: Approve
b. Cancellation of the January 2, 2018, Regular City Council meeting.
Recommended Action: Approve
c. Appointment of Gary Kovacic to the Foothill Unity Center Board.
Recommended Action: Approve
d. Accept all work performed by Clean Cut Landscape, Inc. for the Median Turf
Reduction Program as complete.
Recommended Action: Approve
e. Accept all work performed by J. De Sigio Construction, Inc. for the Water Main
Replacement Project as complete.
Recommended Action: Approve
f. Purchase of radio consoles from Motorola for the Police Department from the
Equipment Replacement Fund in an amount not to exceed $600,000.
Recommended Action: Waive the Formal Bid Process and Approve
g. Purchase Order with Altec Industries, Inc. for the purchase of one 2018 aerial lift
truck for the Public Works Services Department in the amount of$98,149.
Recommended Action: Approve

h. Contract with General Pump Company, Inc. for unscheduled repair of Orange
Grove Well 2A in the amount of$69,947.06.
Recommended Action: Approve
It was moved by Mayor Pro Tern Tay, seconded by Council Member Beck and carried on roll
call vote to approve Consent Calendar Items 2.a through 2.h., including the correction of
Agenda Item 2a.

3. CITY MANAGER
a. Setting City Water and Sewer Rates for calendar year 2018.
Resolution No. 7187 setting City water rates and finding the rates will not exceed
the estimated amount necessary to fund the operation of the City Water System
for calendar year 2018.
Recommended Action: Adopt
Resolution No. 7188 setting city sewer rates and finding the rates will not exceed
the estimated amount necessary to fund the operation of the City Sewer System
for calendar year 2018.
Recommended Action: Adopt
Public Works Services Director Tait and Management Analyst Mercado presented the staff
report.
It was moved by Council Member Chandler, seconded by Mayo Pro Tem Tay, and carried on
roll call vote to adopt Resolution No. 7187 setting City water rates and finding the rates will not
exceed the estimated amount necessary to fund the operation of the City Water System for
calendar year 2018.

It was moved by Council Member Chandler, seconded by Mayor Pro Tem Tay, and carried on
roll call vote to adopt Resolution No. 7188 setting city sewer rates and finding the rates will not
exceed the estimated amount necessary to fund the operation of the City Sewer System for
calendar year 2018.
