A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, CALLING FOR THE HOLDING OF AN ALL-MAIL BALLOT
GENERAL MUNICIPAL ELECTION ON TUESDAY, APRIL 10, 2018, FOR
THE ELECTION OF MEMBERS OF THE CITY COUNCIL IN
ELECTORAL DISTRICTS 2, 3, AND 5 AS REQUIRED BY THE CITY
CHARTER AND ORDINANCE NO. 2350
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to City Charter Section 1100, a General Municipal
Election shall be held on Tuesday, April 10, 2018, for the election of three (3) Members
of the City Council for a full term of four (4) years, in Districts 2, 3, and 5. Pursuant to
Ordinance No. 2293, this election shall be conducted by all-mail ballot.
SECTION 2. The ballots to be used in this all-mail ballot election shall be in
form and content as required by law.
SECTION 3. The Elections Official is authorized, instructed and directed to
procure and furnish any and all official ballots, notices, printed matter and all supplies,
equipment and paraphernalia that may be necessary in order to properly and lawfully
conduct the all-mail ballot election.
SECTION 4. All ballots cast in this all-mail ballot General Municipal Election
shall be returned by mail, in person or by another authorized person to the Office of the
City Clerk no later than 8 p.m. on the date of election. However, a ballot shall be
deemed timely returned if it is received by the Office of the City Clerk via the United
States Postal Service or a bona fide private mail delivery company no later than 4:30
p.m. (Pacific Time) three (3) calendar days after election day and either of the following
is satisfied:

(a) The ballot is postmarked on or before election day or is time stamped or
date stamped by a bona fide private mail delivery company on or before election day; or
(b) If the ballot has no postmark, a postmark with no date, or an illegible
postmark, the vote by mail ballot identification envelope is date stamped by the Office of
the City Clerk upon receipt of the vote by mail ballot from the United States Postal
Service or a bona fide private mail delivery company, and is signed and dated by the
voter pursuant to Section 3011 of the California Elections Code on or before election
day.
SECTION 5. In all particulars not recited in this Resolution, the election shall be
held and conducted as provided by law for holding municipal elections.
SECTION 6. The notice of the time and place of holding the election is given
and the Elections Official is authorized, instructed and directed to give further or
additional notice of the election, in time, form and manner as required by law.
SECTION 7. The City Council authorizes the Elections Official to administer
said election, and all reasonable and actual election expenses shall be paid by the City
upon presentation of properly submitted bills.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution and
shall cause notice of the election, the offices to be filled, and other matters relating to
the election to be given as required by the Elections Code of the State of California.
