PROJECT BACKGROUND
In 1996, the General Plan of the City of Arcadia set forth the goal of maintaining "an up-
to-date inventory of historically, culturally and/or architecturally significant structures or
sites in order to promote the awareness of these community resources." In the budget for
the fiscal year 2000-2001, the City Council approved the appropriation of Community
Development Block Grant Funds for a historical resources survey in order to identify
structures or sites that might be of historical significance.
In August 2000, the Development Services Department sent a request for proposal (RFP)
to fourteen (14) firms and individuals to prepare a historic resources survey of potential
historic and cultural sites throughout the City of Arcadia. One (1) proposal was received
from Cultural Resource Management, L.L.C. (CRM). Four (4) other firms responded
indicating that at that time they were unable to take on any additional projects. CRM,
L.L.C, and their partners, the Institute for the Study and Preservation of Local Cultures,
submitted a proposal in the amount of $140,960 to complete the survey including
evaluation and documentation of significant structures and preparation of a Draft and
Final Study.
In October 2000, the City received a revised proposal from CRM separated into two
phases; the first phase involved producing a survey report and the second involved
preparation of a Historic Preservation Ordinance, if the City wished to proceed with an
ordinance. The estimated budget for the revised first phase of this study was $42,000
(not including reimbursables.)
In February 2001, the Arcadia City Council awarded a professional service agreement to
Cultural Resource Management, L.L.C. for a Historic Resource Survey in the amount of
$45,000 including reimbursable expenses for a 4 -phase project.
The agreement encompassed:
Phase I: Preparatory research
Phase II: Windshield Survey
Phase III: Draft of the Historic Resources Survey.
Phase IV: Final Historic Resources Survey Report
Original dates of the agreed duration of the Project were April 20, 2001 -December 31,
2002. In August 2001, the City and CRM, LLC, renegotiated an accelerated timeline, so
that Phase II for the historic resource survey would be submitted by the end of January
and the final report would be submitted by the end June.
SCOPE OF WORK

Section 2.2 of the professional service agreement states, "The City desires to
engage Consultant to conduct a Historic Resources Survey that will identify a list
of potential historic and cultural sites throughout the City ("Project") as set forth
in this Agreement."

Parameters of Survey
As part of the proposal, CRM divided the city into eight distinct districts. The
first phase of the study involved conducting a thorough investigation of five of
these districts. CRM considered these districts to be of highest priority based
upon their knowledge of the city. The study included both commercial and
residential properties within the districts identified below and identified
historically, culturally and architecturally significant structures or sites. This
decision was according to Arcadia's General Plan, which stipulates:
Since the remaining physical examples of the City's history and cultural
heritage, other than [those identified], are located on individual parcels
throughout the City, the concept of preserving such sites on a site -by -site basis
using the City's development review process is necessary. In order to be
successful, potential historic and cultural sites that show merit for preservation
will be judged using the criteria established by [the National Historic Register].
The City was surveyed after being broken down into sections that related to the
development patterns (See Mapping Section below).
RESULTS
Evaluation of properties culminated in the completion of State Historical
Resources Inventory Forms (DPR 523). CRM, L.L.C. recorded resources in
Arcadia that are eligible for historic designation as well as resources that should
be reviewed when they meet the age of historic eligibility. In addition to the
paper forms, CRM provided an electronic database of the Inventory. Compiling
the electronic database is a service that CRM, L.L.C. provides without charge.
