Survey Method Boundaries ■ Project boundaries were limited to the City of Arcadia. This included approximately 16,000 parcels, within the city's 11 square miles. The surveyors divided the city into 8 districts. Originally, the industrial district along Lower Azusa Road was not designated as part of the survey area but, towards the end of the project, the City requested that it be included. Also, Santa Anita Park and Arcadia County Park, listed separately early on, were combined into a "Parks District" which includes the city buildings on the land between the two parks. 1. Southern District 2. Arboretum District 0011- 3. Orange Grove District 4. Highland Oaks District 5. Eisenhower District 6. Historic Downtown 7. Parks District 8. Annex District Criteria for identifying resources Buildings, Structures, Objects ■ The age of buildings was determined from County Assessor's records. We recorded all substantially unaltered buildings over 50 years of age. We also recorded buildings that appeared architecturally significant but are under 50 years old. Most of the resources identified are residences, but churches, schools and businesses are included. Cultural Landscape ■ Criteria for historic landscape refer to its potential significance as the work of an important landscape architect or designer. Otherwise, it may be the site of an important event or activity, reflect cultural traditions, or other patterns of settlement or land use. Significance can be local, regional or national. Number of resources ■ 289 buildings ■ Ilandscape Conduct of Survey a PHASE I – Preliminary Research and Building Review We searched the archives of the City Building and Planning departments, studied histories of Arcadia and used the Arcadia History collection at the Arcadia Public Library. a PHASE 11 – Windshield survey We conducted a reconnaissance survey in order to identify potentially significant structures and sites. This was a standard "windshield survey"— driving around the community and noting the general distribution of buildings, structures, and neighborhoods representing different architectural styles, periods, and modes of construction. At this time, we photographed potentially significant buildings. a PHASE III – Preparation of Historic Resource Report We went back to these resources to complete Primary Records. Primary Records are individual documents for each resource. They provide: • Assessor's Parcel Numbers • Date of construction • Description of architectural style and significance • Photograph of the resource • Applicable maps ■ PHASE IV—Final Historic Resource Report Timeline ■ August 13, 2001: City of Arcadia and CRM established project timeline. ■ August – October 2001: research and windshield survey ■ November I - December 15, 2001: intensive survey. ■ January 15, 2002: Access Database delivered. ■ January 30, 2002: Draft report delivered • June 30, 2002: Final Historic Resource Survey deadline. Project Cost M Total project cost: $45,000, paid in four increments.
