FOR LANDSCAPE MAINTENANCE SERVICES IN THE AMOUNT OF
$506,498.38
Recommendation: Approve SUMMARY
On January 17, 2017, the City Council approved a contract extension with Mariposa
Landscape, Inc. (“Mariposa”) in the amount of $491,746, to perform landscape maintenance services of all City-owned landscaped areas. Mariposa is reaching the end of their second contract extension and has submitted a written offer to extend the
existing contract for an additional year. The contractor’s offer of extension reflects a
3.0%, or $14,752.38, cost of living adjustment, increasing the contract total amount to
$506,498.38. This will be the contractor’s third and final contract extension; all other terms and conditions of the contract will remain in effect.
Based on the level of services provided by Mariposa, it is recommended that the City
Council approve, and authorize and direct the City Manager to execute a one-year
contract extension with Mariposa Landscape, Inc. for landscape maintenance services
in the amount of $506,498.38. DISCUSSION
The Public Works Services Department is responsible for the maintenance of all City-
owned landscaped areas. This includes medians, parkways, parks, water facilities, parking districts, and City owned facilities (e.g., Civic Center, Library, Community Center, etc.). On December 16, 2014, the City Council awarded the Landscape
Maintenance Contract with optional annual extensions to Mariposa for routine, day-to-
day, maintenance and care of all City-owned landscaped areas.

On January 17, 2017, the City Council approved a contract extension with Mariposa in the amount of $491,746 to perform landscape maintenance services of all City-owned
landscaped areas. Mariposa is reaching the end of their second contract extension and
has submitted a written offer to extend the existing agreement for an additional year.
The contractor’s offer of extension reflects a 3.0%, or $14,752.38, cost of living adjustment, for a total contract cost of $506,498.38.
The proposed 3.0% contract increase in the amount of $14,752.38 will offset costs
incurred due to an increase in the State’s minimum wage that became effective January
1, 2018. The 2018 California minimum wage increased from $10.50/hr. to $11.00/hr. An analysis of the proposed contract increase indicates that the impact to overall budgets will be minimal.
This will be the final extension allowed under this contract; the service will be re-bid next
fiscal year to ensure that pricing and services remain competitive. Mariposa has provided satisfactory services to the City and has been providing landscape maintenance services for over 35 years. Some of their current municipal contracts
include the Cities of Monrovia, Duarte, San Marino, and Los Angeles.
ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Funding for landscape maintenance services is budgeted in each Department’s contract
services Operating Budget for Fiscal Year 2017-18. Since the contract is split over two
fiscal years, there is sufficient funding in each Department’s operating budget for the proposed increase. The Public Works Services Department will work with each City Department during next year’s budget preparation to include the cost increase for the
landscape maintenance contract.
RECOMMENDATION It is recommended that the City Council approve, and authorize and direct the City
Manager to execute a one-year contract extension with Mariposa Landscape, Inc. for
landscape maintenance services in the amount of $506,498.38.

Attachment: Proposed Contract Amendment
AMENDMENT NO. 3 TO THE LANDSCAPE MAINTENANCE SERVICES CONTRACT (2014) BY AND BETWEEN THE CITY OF ARCADIA AND
MARIPOSA LANDSCAPE, INC.
This Amendment No. 3 (“Amendment No. 3”) is hereby entered into this ______ day of ______________, 2018 by and between the City of Arcadia, a municipal corporation of the State of California, and Mariposa Landscape, Inc., with respect to that certain Contract between
the parties dated February 4, 2015 (“Contract”), further amended by Amendment No. 1 dated April 13, 2016, and further amended by Amendment No. 2 dated February 13, 2017.
The Parties agree as follows:
1. Section 3.3.4 of the Contract, the Term is hereby extended from February 4, 2018 to
February 4, 2019 (“Extended Term”).
2. Section 3.3.2 of the Contract is amended to provide that the total compensation for the extended term shall not exceed Five Hundred Six Thousand, Four Hundred Ninety-
Eight Dollars and Thirty-Eight Cents ($506,498.38).
3. All terms and provisions of the Contract not amended by this Amendment No. 3 are
hereby reaffirmed.
