FOR TRAFFIC SIGNAL IMPROVEMENTS ON DUARTE ROAD AT FIRST AND SECOND AVENUE AS COMPLETE Recommendation: Approve SUMMARY On May 2, 2017, the City Council awarded a contract to California Professional Engineering, Inc., in the amount of $159,050, plus a 10% contingency, for traffic signal improvements on Duarte Road at the intersections of First Avenue and Second Avenue. There was one (1) change order on the project in the amount of $3,903.62, or 2.50%. With the adjustment for actual quantities, the final contract amount is $162,953.62.The terms and conditions of this project have been complied with, and the required work has been performed to staff’s satisfaction. It is recommended that the City Council accept the project as complete, and authorize the final payment in accordance with the contract documents. BACKGROUND The traffic signals on Duarte Road at the intersections of First Avenue and Second Avenue previously had no left-turn phases for traffic on First and Second Avenues. During certain times of the day, the traffic volumes on First and Second Avenues were high enough to cause extended delays of more than one signal cycle for drivers wishing to make left turns. The solution was to install protected/permissive left turn phases, where a driver waiting to make a left turn gets a “protected” green arrow for a few seconds and then a “permissive” green ball for the balance of the phase. This work was included in the budget for the Pavement Rehabilitation Project on Duarte Road from Santa Anita Avenue to Fifth Avenue, but was administered as a separate project. Accept Traffic Signal Improvements on Duarte Road at First and Second Avenue February 20, 2018 Page 2 of 3 The plans and specifications were completed in March of 2017, and the project was advertised for bids in April 2017. On May 2, 2017, the City Council awarded a contract to California Professional Engineering, Inc., in the amount of $159,050, plus a 10% contingency. DISCUSSION The construction began in October, 2017, and was completed in January, 2018. Although the project was completed to the satisfaction of the Staff, the project was delayed by four items that took additional time: order and delivery of new equipment for the signals, wiring, the video detection system, and replacing LED safety lights. There was one (1) change order on the project, totaling $3,903.62, or 2.5% of the project cost. The change order was for upgrading the new LED safety lights to include built-in photo-cells at the Duarte Road and First Avenue intersection. This was necessary because the old safety lights that were removed had their own photo-cells, and there was no provision in the specifications for new photo-cells. This condition was not apparent prior to construction and thus new photo-cells had to be added. This change order brought the final construction total to $162,953.62, which is within the approved contract contingency. ENVIRONMENTAL ANALYSIS Award of this project would not be considered a project per the California Environmental Quality Act (“CEQA”) per Section 15061(b)(3) of the CEQA guidelines. FISCAL IMPACT The Duarte Road Pavement Rehabilitation Project was budgeted in the 2015-16 Capital Improvement Program at $800,000 from Proposition C funds. The project consisted of both pavement rehabilitation and traffic signal work. The pavement rehabilitation portion of the project was provided under a separate construction contract. That project was completed last year (2017), at a final cost of $570,000. The remaining balance in the budget for the traffic signal work was $230,000, which is sufficient to cover the final cost of $162,953.62. No General Fund dollars were used for this project. RECOMMENDATION It is recommended that the City Council accept all work performed by California Professional Engineering, Inc., for Traffic Signal Improvements on Duarte Road at First and Second Avenue in the amount of $162,953.62, as complete, and authorize the final payment to be made in accordance with the contract documents.
