Why is it necessary to encroach upon the tree(s)? The Olson Company is proposing a mixed use project at the NWC of Las Tunas and Santa Anita. There are 4 "protected" oak trees and 6 "protected" carrotwoods located off-site near the northern and western property boundaries, respectively. There are also 2 "protected" oak trees and 1 magnolia in the public ROW on Santa Anita. The plan calls for removal & replacement of the wall along the north & west boundaries. A Tree Report has been prepared (attached) that provides tree protection measures. 2. Why is encroachment upon the tree(s) more desirable than an alternative project design? Retaining walls are required along the north and west boundaries and the existing walls are in poor condition and/or will not provide adequate support. The trees in the S.A. ROW have canopies extending onto the site and may need to be trimmed. The proposed protective measures in the Tree Report and CEQA document will help avoid any damaging impacts to the trees. 3. What mitigation measures are included in the project to ensure that encroachment will not eventually result in the loss of the protected tree(s)? The 4 oaks near the north boundary can be protected as applicable by incorporating a bridging technique over their root system with a new wall & canopy trim if necessary. The carrotwoods can be protected utilizing a footing oriented to the project site. The 2 S.A oaks and 1 magnolia tree can be trimmed as necessary. Tree protection fencing shall be placed around the of each protected tree during construction to prevent root compaction from vehicles and help avoid any damaging affects to all the protected trees. CEQA mitigation measures will be followed. (see Tree Report & Exhibits) TRE -2- 2/17 FILING REQUIREMENTS In order for this application to be processed without any delay, the application must include all of the following materials. LIC#763339 I performed a site visit to Las Tunas and South Santa Anita Ave, Arcadia on December 8, 2017. My assignment was to identify all trees that are protected by the city of Arcadia, inventory them and provide a written report with my findings. Below is a summary of my observations, with recommendations. OBSERVATIONS I observed 56 trees that needed to be analyzed as part of this project (see attached chart). Of the 56 trees I observed 36 trees located on site and 20 trees are located offsite. Note that only 25 of the onsite trees required further investigation and are listed in the attached chart, given that it was apparent that the 11 other trees did not meet any protection criteria. On the future site of the Olson project, there are 30 trees onsite that are outside of the city's tree protection guidelines such as non -protected species, less than diameter requirements and/or outside required setback areas. There are 26 protected trees, 6 onsite and 20 offsite. The 36 onsite trees do vary in health and will need to be removed as they are not p r o t e c t e d and/or able to be accommodated in the project's design and development plan. ONSITE NOT PROTECTED (30) • (11) Silk Oak, "not a. protected tree species located at the north/west corner. • (11) Lemon Bottle Brush multi trunk that do not meet the multi -trunk protected standard per the Tree Ordinance, located at the north property line. • (4) Carrotwood trees "under 12" diameter" located in the south parking lot. • (2) Carotwood trees located in south parking lot, outside setback requirements. • (1) Canary Island Date Palm located in south parking lot and beyond protected setback requirements • (1) Victorian box tree "under 12" diameter" located at the north property line. ONSITE PROTECTED (6) • (1) Victorian Box over 12 inch diameter located at the north property line. • (5) Chinese Elm trees over 12 inch diameter located at the north property line. P.O. OFFSITE CITY TREES (10) i (7) Ficus on the south side to be removed and replaced as required by the City. • (2) Oaks on the east side to remain. f (1) Magnolia on the east side to remain. OFFSITE NEIGHBORING TREES (10) f (5) Car otwood trees located near the west property line. s (4) Quercus agrifolia located in the backyards of northern church property. • (1) Liquid amber tree (dead) located at the south/west property line. I recommend protecting the 5 Carrotwood trees near the western boundary and 4 Oak trees on north side. The oak trees can be protected as applicable by incorporating a bridging technique over their root system with a new wall (see diagram) and trimming of the canopy can be considered. The Canotwoods can be protected utilizing a footing oriented to the project site. Tree protection fencing shall be placed around the driplines of each protected trees during construction see (tree protection detail). This will prevent root compaction from vehicles and help to avoid any damaging affects to the protected trees. The Oak trees at the north property line may need to be trimmed in a manor to allow equipment clearance or scaffolding clearance such as tipping back and or elevating the canopies. I also recommend that the offsite City Oak and Magnolia trees to the east be trimmed by the City to allow for equipment and scaffolding clearance as well. The 6 on-site "protected" trees are in varying health due to drought and inadequate planter sizes. These trees will be replaced with new, healthy trees at appropriate locations as part of the project.
