SPECIAL MEETING MINUTES
TUESDAY, FEBRUARY 20, 2018
CALL TO ORDER - Mayor Amundson called the Special Meeting to order at 5:02 p.m. in the City
Council Conference Room, 240 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Tay, and Amundson
ABSENT: Verlato
A motion was made by Council Member Chandler, seconded by Mayor Amundson to excuse
Council Member Verlato.
Council Member Verlato arrived at 5:05 p.m.
PUBLIC COMMENTS
Gail Marshall, an Arcadia resident, appeared and requested that City provide out-of-town
medical trips by Arcadia Transit; she also provided information to the City Council that showed
other Cities provide such service.
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion, and direction regarding provision of out-of-town medical trips by
Arcadia Transit.
Recommended Action: Continue current policy and do not provide out-of-town medical
trips
The City Council received a report from staff and, after some discussion it was the consensus to
table additional discussion of this item to a future meeting.
b. Report, discussion and direction regarding a potential mixed-use development proposal
at 121 E. Foothill Blvd. (Highlander Center).
The City Council received a report from staff and the proposed developer and their
representatives.
Due to time, the City Attorney recommended that this Study Session item be continued to after
the Regular Meeting.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Los Angeles SMSA Limited Partnership, a California limited
partnership d/b/a Verizon Wireless v. City of Arcadia; (United States District Court,
Central District, Case No.: 2:17-cv-03778 DSF JEMx).
b. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Tom Crosby, an individual; Ellen Fu Crosby, an individual v. City
of Arcadia, a California municipality; Santa Anita Oaks Homeowners Association, Inc., a

California non-profit corporation; and Vincent I. Vargas, an individual (Los Angeles
Superior Court Case No. BS172105).
c. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Administrative Services Director
Hue Quach, and Assistant City Manager/Development Services Director Jason
Kruckeberg
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
Employees Association, Arcadia Police Civilian Employees Association, Arcadia Police
Officers' Association, Arcadia Firefighters' Association, and unrepresented employees:
Department Heads, Division Managers, Supervisors, and part-time employees
No reportable action was taken on the Closed Session items (a) and (c).
Closed Session Item (b), was continued to after the regular meeting.
At 7:00 p.m., the City Council recessed the Special Meeting in order to hold the Regular
Meeting of the City Council.
At 8:12 p.m. the City Council resumed discussion of Study Session Item b, regarding the
potential mixed-use development proposal at 121 E. Foothill Boulevard (Highlander Center).
It was the consensus of the City Council that the property needs to be improved, that the
McDonald's should be included in the project, and that the developer should talk to the
neighbors in the area; the City Council concurred that the project could be a 3 story project, and
are open to residential components of the project,
At 9:05 p.m., the City Council adjourned to Closed Session.
Regarding Closed Session Item b, no reportable action was taken.
Mayor Amundson adjourned the meeting at 9:29 p.m. /
