Findings and Action Report
April 23, 2018
Project Address: 861 Balboa Dr. File 1214
Description of Project: A remodel. New addition at first floor and second floor of
1,775 SF. A new master bedroom, bathroom and closet at 2nd. Floor. Expand
kitchen and create a new bedroom at 1st. floor. New covered patio to rear.

ACTION: APPROVED WITH CONDITIONS:
1. Eliminate pop out window and corresponding roof on
front elevation. Replace with two single hung windows
with shutters on each side.
2. Eliminate bricks on front porch and on the front path
down each side. Plain concrete instead. As an
alternative leave brick and change wainscot to matching
brick.
3. Stucco on west wall to be the same color as the siding.
4. Grids on windows are to be SDL with architectural relief
rather than flat or half round.

OTHER FINDINGS
1. As shown on the survey (last page) the owner and designer will work with
the rear yard neighbors to eliminate any encroachment the exists.
2. East sideyard near rear may need a modification for the addition to the
first floor and for the porch to the rear. If so, the ARB recommends
approval.
3. The Building Department will determine if this project qualifies as a
remodel.
4. The Development Services Department will determine if an Oak Tree
Encroachment Permit is needed along with appropriate care of the Oak
and all other protected trees.
FINDINGS:
1. SITE PLANNING –The proposed project is consistent with the Site Planning
Guidelines based on the height and bulk of the proposed structure are in scale
and in harmony with those on surrounding sites as shown on the streetscape and
photos of surrounding homes. A sufficient number of existing trees are to be
preserved and incorporated into the landscape plan.
II. ENTRY – As a remodel the existing small scale entry is to remain.
III. MASSING – The proposed project is consistent with the Massing Guidelines
based on: The building base visually anchors the planned second story addition.
Building elements are horizontal rather than vertical. No cantilevered or slab form
are present.

IV. ROOFS – The proposed project is consistent with the Roofs Guidelines based
on: The roof form is traditional with a combination of gable and hip forms that
feature a consistent pitch.
V. FAÇADE DESIGN – As a remodel the façade is transparent to the original
architecture of the house.
VI. DETAILS - The proposed project is consistent with the Details Guidelines
based on: All windows are being replaced with Milgard Tuscany single hung
windows with SDL grids of architectural detail. The siding is traditional in
appearance.
VII. MATERIALS AND COLORS - The proposed project is consistent with the
Materials and Colors Guidelines based on: The planned colors are soft earth
tones highlighted with a darker door and shutters. Trim is to be white. This is
similar to the colors found in the neighborhood.
VIII. LANDSCAPE AND HARDSCAPE - The proposed project is consistent with
the Landscape and Hardscape Guidelines based on: The Oak and Jacarandas
and Crepe Myrtles are to be preserved in the front yard. The landscaping is
drought tolerant. It will be a great improvement to the blight that currently exists.
IX. FENCES AND WALLS –The proposed project is consistent with the Fences
and Walls Guidelines based on: The existing block wall on the west is to be
reinforced with columns, cracks repaired and covered with stucco to match the
siding. All other walls are existing and belong to the neighbors.

X. ARCHITECTURAL STYLE - The proposed project is consistent with the
Architectural Style Guidelines based on: The architectural style is consistent and
harmonious with the existing on all elevations.
XI. ADDITIONS AND ALTERATIONS The proposed project is consistent with the
Additions and Alterations Guidelines based on: The additions an changes are
transparent to the original.
XII. STREETSCAPE & FRONT OF DWELLING - The proposed project is
consistent with the Streetscape & Front of Dwelling Guidelines based on:
The streetscape is well done and accurate. It provides evidence that this project
will be harmonious in the neighborhood.
XIII. FLOOR AREA & SETBACKS - The proposed project is consistent with the
Floor Area & Setbacks Guidelines based on: The floor area and lot coverage are
within the guidelines for the Village. A modification for the first floor on the east
may be required. If so, the ARB recommends approval.
XIV. GARAGES - The proposed project is consistent with the Garages
Guidelines based on: This is a corner lot. The existing garage will remain with no
changes other than paint and a new roof to match the main dwelling.
XV. EXTERIOR BUILDING MATERIALS & APPEARANCE - The proposed
project is consistent with the Exterior Building and Appearance Guidelines based
on: All materials are harmonious with the traditional materials found throughout
the neighborhood.
XVI. AFFECT ON ADJACENT PROPERTIES & NEIGHBORHOOD – The
proposed project is consistent with the Affect On Adjacent Properties &
Neighborhood Guidelines based on: Other two story homes are located in close
proximity. Only the neighbors to the rear attended the hearing and had no

concerns other than resolving the possible encroachment at the rear.
Communication with the neighbors to the immediate east established that their
concern was the location of the AC condenser. It is located at the back of the
house close to the west. This satisfied the concern.
These Actions and Findings were made by the following ARB Members of the
Santa Anita “Village” Community Association of Arcadia at a meeting held on
March 16, 2018 at 8PM located at 229 S Altura Rd Arcadia CA 91007. The vote
was 4 of 4 to approve the project with the listed conditions.

You are hereby advised that appeals from the ARB’s decision shall be made to the Planning
Commission. You may be limited to raising only those issues and objections, which you or anyone
else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning
Commission may be made in writing and delivered to Planning Services at 240 W. Huntington
Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete
application packet and 12 sets of architectural plans and the appeal fee in accordance with the
applicable fee schedule.
