A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR
FISCAL YEAR 2018-19 FUNDED BY SB 1: THE ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 ("SB 1"), the Road Repair and Accountability Act of
2017 (Chapter 5, Statues of 2017) was passed by the Legislature and signed into law
by the Governor in April 2017 in order to address the significant multi-modal
transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City of Arcadia are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year;
and
WHEREAS, the City of Arcadia must include a list of all projects proposed to
receive funding from the Road Maintenance and Rehabilitation Account ("RMRA"),
created by SB 1, in the City budget, which must include a description and the location of
each proposed project, a proposed schedule for the project's completion, and the
estimated useful life of the improvement; and
WHEREAS, the City of Arcadia, will receive an estimated $952,755 in RMRA
funding in Fiscal Year 2018-19 from SB 1; carryover $322,338 in RMRA funding in
Fiscal Year 2017-18 to Fiscal Year 2018-19; and
WHEREAS, SB 1 requires that all projects proposed to receive funding shall be
adopted by resolution by the applicable city council at a regular public meeting.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

SECTION 1. The City Manager of the City of Arcadia or his designee, is hereby
authorized to submit an application to the California Transportation Commission ("CTC")
for any and all funds that may become available to the City from RMRA.
SECTION 2. The Proposed Projects approved by the City Council are as
follows:
1. FY 2018-19 Pavement Rehabilitation Program: The project is to be
adopted into the City's Fiscal Year 2018-19 Capital Improvement Program.
a. Anticipated Funding Sources: Capital Outlay fund $ 400,000, Gas Tax
fund $1,100,000, and 2018-19 RMRA fund $952,755.
b. Project Description: This project will resurface approximately 2.5 miles of
City roadways with rubberized asphalt. Work includes pavement
rehabilitation/reconstruction to extend the roadway service life. Other
repair items to be included in the scope of work are localized AC dig-out
repairs and minor repairs to concrete curb and gutter, sidewalk, and cross
gutters. All striping and pavement markers will be reinstalled upon
completion of the paving.
c. Project Location:
• Fallen Leaf Road (From Hampton Road to Glencoe Drive)
• Rodeo Road (From Hacienda Drive to Foothill Boulevard)
• Camino Real Avenue (From Santa Anita Avenue to Sixth Avenue)
• Las Flores Avenue (From Holly Avenue to Santa Anita Avenue)

d. Proposed Schedule:
• Start Construction in the Spring of 2018
• Complete Construction in the Summer of 2019
Estimated Useful life: 20 years
2. Colorado Blvd Sidewalk Gap Closure: This project is to be carried over
from the Fiscal Year 2017-18 Capital Improvement Program to be completed
in Fiscal Year 2018-19.
a. Adopted Funding Sources: 2017-18 RMRA fund $150,000.
b. Project Description: This project will include construction of new sidewalk
and retaining wall along the north side of the Colorado Boulevard from
San Antonio Road to Colorado Boulevard Gold Line Bridge. The project
will consist of regrading and landscaping the adjacent frontage of
Newcastle Park, and placing a new retaining wall where needed to
construct a new five foot wide sidewalk per City Standards.
c. Project Location: North side of Colorado Boulevard from San Antonio
Road to Colorado Boulevard Gold Line Bridge.
d. Proposed Schedule:
• Release Notice Inviting Bids for construction in the Summer of 2018
• Complete construction in the Winter of 2019
e. Estimated Useful life: 20 years
SECTION 3. The adoption of this Resolution constitutes the approval of project
to be submitted to California Transportation Commission.

SECTION 4. The City Manager or his designee is hereby authorized as
Signature Authority to execute all documents necessary to implement and secure any
and all funds that may become available to the City from RMRA.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
