FOR THE ARCADIA PAR 3 FACILITY IMPROVEMENTS PROJECT AS COMPLETE Recommendation: Approve SUMMARY On November 7, 2017, the City Council approved a contract with Vincor Construction, Inc. in the amount of $48,522.37 for the Arcadia Par 3 Facility Improvements Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $48,522.37. It is recommended that the City Council accept all work performed by Vincor Construction, Inc. for the Arcadia Par 3 Facility Improvements Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $2,426.12. DISCUSSION The Public Works Services Department (“PWSD”) is responsible for ensuring that the Par 3 Golf Course facility and grounds are maintained according to the lease agreement with American Golf Corporation (“AGC”). AGC is responsible for routine day-to-day operations and maintenance of the course and facility. The current lease agreement with AGC includes setting aside 2.5% of gross revenue from AGC to be used for future capital improvements that are deemed necessary in order to maintain the infrastructure and enhance the operations of the facility and grounds. The FY 2017-18 CIP included a project for improving the existing pro shop, manager’s office, and multi-purpose room at the Par 3 Facility. These areas had never been renovated and the original counters, lighting fixtures, and floors were in need of Accept Arcadia Par 3 Facility Improvement Project May 1, 2018 Page 2 of 3 replacement. In addition, the cashier’s area of the pro shop had a service counter that was not compliant with the Americans with Disabilities Act (“ADA”). On November 7, 2017, the City Council approved a contract with Vincor Construction, Inc. for the Arcadia Par 3 Facility Improvements Project. The work performed included installation of new tile flooring from the kitchen into the pro shop and cashier area to accommodate foot traffic. New cabinets and a service counter in the cashier area were also installed to meet ADA standards. The office area was upgraded with new carpet tiles, fresh interior paint, and the existing storage cabinets were removed to allow for more working space. The improvements to the multi-purpose room included new vinyl flooring, fresh interior paint, and new window shades. Lighting fixtures in the manager’s office, pro shop, and multi-purpose room were replaced with LED lighting. Exhibit “A” includes pictures of the Improvements that were completed. The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Vincor Construction, Inc. has completed the work as defined by the City’s specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $50,000 were budgeted in the Fiscal Year 2017-18 Capital Improvement Program from Par 3 Golf Course revenues that have been set aside for improvements to facilities and grounds. The total cost of the project is $48,522.37. RECOMMENDATION It is recommended that the City Council accept all work performed by Vincor Construction, Inc. for the Arcadia Par 3 Facility Improvements Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $2,426.12.
