WITH UNIFIED NUTRIMEALS TO PROVIDE THE SENIOR MEALS
PROGRAM FOR FISCAL YEAR 2018-19 IN AN AMOUNT NOT TO
EXCEED $86,100

SUMMARY
The City of Arcadia Senior Nutrition Program provides a warm, healthy meal for $2.00
Monday through Friday to approximately 90 seniors. A Professional Services
Agreement (“Agreement”) was approved to provide meals for Fiscal Year 2017-18,
which included an option for (3) three, (1) one year extensions at the City’s discretion.
The first year of a renewable agreement with Unified Nutrimeals will conclude on June
30, 2018. It is recommended the City Council approve, and authorize and direct the
City Manager to execute an Amendment No. 1 to the Professional Services Agreement
with Unified Nutrimeals to provide the Senior Meals Program for Fiscal Year 2018-19 in
an amount not to exceed $86,100.
DISCUSSION
The congregate meals program is offered Monday through Friday at 11:30 a.m. to older
adults, 55 years of age and older. The primary intent of the program is to meet one-third
of the participants’ daily nutritional intake and the menu pattern must uphold strict Los
Angeles County Department of Public Health standards. In addition, the program offers
a social outlet to participants and a way to reduce isolation by building friendship and
peer support.
Unified Nutrimeals is the City’s current provider and was the meal provider for the City
of Arcadia during Fiscal Years 2008-2010 and has been again from 2013-2018. The
Recreation and Community Services Department and senior participants are happy with

the overall quality and service delivery of the meal program, including catering services
provided by Unified Nutrimeals. The caterer is based in Vernon, California and currently
serves approximately 50,000 senior meals per week in numerous locations and is well
equipped to continue providing service to the City of Arcadia. Unified Nutrimeals cost
per meal to the City was $3.85 in Fiscal Year 2017-18 and increased $0.25 to $4.10 for
Fiscal Year 2018-19 due to the increase of minimum wage, transit, and food production
costs. The per meal cost of $2.00 would not increase for each senior.
The current agreement provides the City of Arcadia the option to extend the Agreement
annually for a maximum of (3) three, (1) one year extensions. Fiscal Year 2018-19
would be the first potential extension.
ENVIRONMENTAL IMPACT
This proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The proposed Agreement for Fiscal Year 2018-19 will include an amount not to exceed
$86,100. Of this, $40,200 would be allocated from the Community Development Block
Grant and $45,900 is budgeted in the General Fund. To offset the General Fund
portion, there is annual revenue of $37,800 from the $2.00 per meal fee.
RECOMMENDATION
It is recommended the City Council approve, and authorize and direct the City Manager
to execute an Amendment No. 1 to the Professional Services Agreement with Unified
Nutrimeals to provide the Senior Meals Program for Fiscal Year 2018-19 in an amount
not to exceed $86,100.
