SUBJECT: AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
WITH SOUTHLAND SPORTS OFFICIALS TO PROVIDE OFFICIALS
FOR THE YOUTH AND ADULT BASKETBALL LEAGUES FOR FISCAL
YEAR 2018-19 IN AN AMOUNT NOT TO EXCEED $41,000
Recommendation: Approve
SUMMARY
Each year, the Recreation and Community Services Department provides basketball
leagues to youth and adults requiring officiating services. Officials are necessary for the
adult basketball league, which runs year round, and the seasonal youth basketball
league. The City Council approved a Professional Services Agreement in 2016 with
Southland Sports Officials to provide basketball officials for all youth and adult
basketball leagues in an amount not to exceed $71,200 for Fiscal Years 2016-17 and
2017-18. The Agreement included an option for (3) three, (1) one year extensions at the
City’s discretion. It is recommended the City Council approve, and authorize and direct
the City Manager to execute an Amendment No. 1 to the Professional Services
Agreement with Southland Sports Officials for Fiscal Year 2018-19.
DISCUSSION
The Recreation and Community Services Department offers both youth and adult
basketball leagues. Southland Sports Officials has been providing satisfactory
officiating services for these programs for the past six years. The current Agreement
with Southland Sports Officials, which is based out of Glendora, expires on June 30,
2018. Southland Sports Officials’ proposed fee for Fiscal Year 2018-19 will remain at
$44 per game, for two officials and will be offset through league fees.

ENVIRONMENTAL IMPACT
This proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 2018-19 is not to exceed
$41,000. The proposed General Fund budget is sufficient to cover the cost of officials
for the youth and adult basketball programs. These costs are covered by the league
fees paid by the teams.
RECOMMENDATION
It is recommended the City Council approve, and authorize and direct the City Manager
to execute an Amendment No. 1 to the Professional Services Agreement with
Southland Sports Officials to provide officials for youth and adult basketball programs
for Fiscal Year 2018-19 in an amount not to exceed $41,000.
