HomeMy WebLinkAbout04/03/2018 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, APRIL 3, 2018 CALL TO ORDER— Mayor Amundson called the regular meeting to order at 7:00 p.m. INVOCATION — Reverend Jolene Cadenbach, Arcadia Congregational Church PLEDGE OF ALLEGIANCE—Girl Scout Troop 1571 ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Chandler, Verlato, Tay, and Amundson ABSENT: None SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that there was no supplemental information MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Mayor Pro Tern Tay and seconded by Council Member Chandler to read all ordinances and resolutions by title only and waive the reading in full. There being no objection, the motion was considered approved. PUBLIC COMMENTS Gail Marshall, an Arcadia resident, appeared and discussed negative campaign materials being mailed out, particularly Mr. Chandler's mailers. Kirk Olsen, an Arcadia resident, appeared and stated that Mr. Beck displayed great class; he commented on a mailer endorsing Roger Chandler and negatively describing Ms. Wu and Ms. Platt, and asked Mr. Chandler to address the mailer. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense SAB 1234]). Council Member Beck expressed disappointment in campaign behavior and discussed a specific piece regarding crime rates; he asked Mayor Pro Tern Tay what he wanted to do to reduce crime; he discussed attacks on Jolly Wu and the need for more Asian-Americans to run for City Council; he announced that he attended the Maki Hsieh performance, the Chamber Installation Dinner on March 28, and the Silver Circle Dinner recognizing the City's volunteers on April 2; he encouraged residents to attend the Mayor's Breakfast on April 6; and announced that he and the Mayor would walk on April 7 at the Santa Anita Derby Day 5K event. Council Member Chandler stated he attended the Chamber of Commerce Installation Dinner, and the Silver Circle Dinner. 1 04-03-2018 Council Member Verlato announced she attended the Arboretum's Peacock Day on March 24, the Maki Hsieh performance on March 24, the Chamber Installation Dinner on March 28, and the Silver Circle Dinner on April 2; she indicated that she will be attending the Mayor's Breakfast on April 6, and will not be attending the Santa Anita Derby Day 5K event; and stated that April 10, is her birthday and that she will be visiting the Waste Management Processing Center in Baldwin Park. Mayor Pro Tern Tay commented on the Silver Circle Volunteer Dinner and number of volunteer hours provided to the City; he discussed campaign contributions from developers and suggested people not be labeled; he stated Arcadia's founding father, Lucky Baldwin, was a developer; he discussed the mailer quoting statistics from Chief Guthrie's March 17 email, and provided statistics from the Arcadia Police Department Weekly Activity Report, and stated he felt crime rates were high; he discussed the City's goal to bring the community together, "One Arcadia", and the need to accept each other and not call people names; he explained that he ran unopposed but still received campaign contributions; and discussed the "Dim Sum with a Detective", benefitting the Arcadia Police Foundation. City Clerk Glasco discussed Assembly Bill 55, allowing City Clerks to sanctify marriages in the State of California, and the process for him to perform a marriage; and stated he also attended the Maki Hsieh Concert, the Chamber Installation Dinner, and the Silver Circle Dinner. Mayor Amundson announced the free Mulch Giveaway on April 21 and April 28, at the Arcadia Public Library Parking lot; he stated the City was participating in the Wyland's National Mayor's Challenge for Water Conservation and encouraged residents to participate and sign up; he reminded residents of the Mayor's Breakfast on April 6, with proceeds benefitting the Foothill Unity Center; and stated he also attended the Silver Circle Dinner. City Manager Lazaretto suggested residents interested in volunteering can go to the City's website for information. Mayor Amundson further discussed coyote issues and encouraged residents to continue to call in issues; and wished City Attorney Steve Deitsch a Happy Birthday. 1. CONSENT CALENDAR a. Special and Regular Meeting Minutes of February 20, 2018. Recommended Action: Approve b. Resolution No. 7211 authorizing submittal of the Fiscal Year 2017-18 Transportation Development Act—Article 4 Claim Forms to receive Capital and Operating Funds for Arcadia Transit. Recommended Action: Adopt c. Contract with Rov Allan Slurry Seal, Inc. for the Fiscal Year 2017-18 Annual Slurry Seal Proiect in the amount of$589,510. Recommended Action: Approve d. Contract with Ramona, Inc. for Phase 3 of the Huntington Drive Sewer Capacity Improvement Proiect in the amount of$284,950. Recommended Action: Approve 2 04-03-2018 e. Professional Services Agreement with Surge Consultant Group, LLC for Promotional Video Services in the amount of$18,500. Recommended Action: Approve f. Accept all work performed by Vincor Construction, Inc. for the Library Technology Center Improvement Prosect as complete. Recommended Action: Approve It was moved by Council Member Chandler, seconded by Mayor Pro tem Tay, and carried on roll call vote to approve Consent Calendar Items 2.a. through 2.f. AYES: Chandler, Tay, Beck, Verlato, and Amundson NOES: None ABSENT: None 2. CITY MANAGER a. Consideration of call for review of the Planning Commission approval of a Planned Development Permit and associated applications for the Las Tunas Mixed-Use Proiect, a proiect consisting of 77 multiple-family residential units, 3 live-work units, 8,500 square feet of commercial space, and the removal of and encroachment upon several protected trees, at 17 Las Tunas Drive Recommended Action: Provide Direction City Manager Lazaretto presented the staff report. Mayor Amundson discussed the need to revitalize Live Oak; and expressed concern that only three members of the Planning Commission made the decision and suggested an open, honest, and transparent public hearing. John Reekstin, representing the Olson Company, appeared and explained that the seller had provided additional time to expand the retail footprint; he stated Kenny Chan, minority owner, was present and supportive of allowing additional time to get through the hearing process and close escrow; he stated all contingencies must be cleared in order to close escrow; and stated the majority partner, a relative of Mr. Chan, was not willing to grant any additional time. David Liu, an Arcadia resident, appeared and discussed bullying on the NextDoor website and development in Arcadia. Mayor Amundson explained to Mr. Liu that the public comment period was closed but that he would allow an additional public comment period after this item. Council Member Chandler asked the Mayor if he called the matter up, Mayor Amundson confirmed that he had; Council Member Chandler stated he did not see the site as a big retail project; he indicated support for the housing project, with retail, as proposed; and commended the Planning Commission for its deliberation and decision. Mayor Amundson discussed the need for use of a large property and suggested the Council be careful. 3 04-03-2018 Council Member Beck stated he met with the Olson Company twice and attended the Planning Commission meeting; he agreed that the matter should be discussed by the City Council, although he was sympathetic with the developer's timing issue. Mayor Pro Tem Tay stated he met with the developer and visited a commercial project in Long Beach; he indicated support for retail businesses; he stated it was private property and the City should not dictate the use; and suggested approving the project. Mayor Amundson stated he was not passing judgement on the project, just wanted to take a look at it. Council Member Verlato stated it was an important project but did not see a compelling reason to call the project up; she stated there were plenty of community meetings and collaboration with the neighbors; and stated that she would not agree to call the project up. In response to Mayor Amundson, Council Member Verlato stated she had not heard from anyone indicating they had not received notice. Mayor Amundson stated he had received many comments that the project was not what they had envisioned; and stated he viewed the property as the spark to revitalize Live Oak. No action was taken. PUBLIC COMMENTS (Continued) Susan Guo, an Arcadia resident, appeared and stated she was happy that the campaign season was coming to an end; she suggested banning yard signs from City Council elections; and discussed tolerance and diversity. Edmond Liu was not present. Lindy Ai appeared and discussed the Asian community blogs and inappropriate comments on the Sierra Madre Tattler; she discussed the Asian community fight for property rights; and double standards in campaigns. Shirley Sheng was not present. David Liu, an Arcadia resident, appeared and discussed the use of social media and newspapers to attack people; he stated hate crimes would be reported to the FBI and civil groups; he asked Council Member Verlato to explain how he was a hypocrite; he questioned Mayor Amundson's negative comments about Mayor Pro Tem Tay on his Facebook page; he discounted Council Member Beck's volunteerism; he stated the Chinese community did not want to be council members, they just wanted a harmonious community; he stated the City Council played dirty; and recalled a fight between football players and Chinese students in his youth. Mayor Amundson stated he had not posted anything negative but expressed concern with districts; and stated he was not bullying or badmouthing anyone. 4 04-03-2018 Jason Xu, an Arcadia resident, appeared and addressed the City Council regarding negative campaigns; he stated at-large and district elections had both been nasty; he urged the City Council to work to improve the situation and asked what could be done to fix the system. Liangyi Gu, an Arcadia resident, appeared and discussed the historic preservation ordinance and asked the purpose; and discussed volunteerism by the Chinese community and urged residents to do something meaningful for the community. Mayor Amundson encouraged residents to vote on April 10. ADJOURNMENT The City Council meeting adjourned at 8:27 p.m. to Apri j7,(2118, 5:00 •.m. in the Council Conference Room.
