Arcadia Dear Mr. Thorry:
The Development Services Department has conditionally approved the modification
request to allow a new roof-mounted, solar photovoltaic system on the existing two-story
Development house at 170 W. Norman Ave. The modification would allow an overall building height of

building. The panels will have a total height of 18 inches. The existing house is
approximately 30'-0" in height. With the installation of the solar panels, the new height will
be 31'-6".

Development Services Administrative Modification may be approved if at least one of the following findings can

1. Secure an appropriate improvement of a lot;

3. Promote uniformity of development.
The proposed solar panels will be installed flat and on the flat part of the existing roof.
Any solar panels on this house will exceed the maximum height limit. The proposed solar
panels will not be raised higher than what is necessary for optimal power gain. The solar
panels will be located more than 86 feet from the front property line which reduces their
visibility from the public right-of-way. Staff finds that the proposed solar panels will have
minimal impact to the existing streetscape and the surrounding properties. The
modification request is warranted since the maximum height requirement per
Development Code would create an unreasonable hardship for the homeowner installing
solar panels in compliance with State law.
The proposed project qualifies as both a Class 1 and Class 5 Categorical Exemption for
an addition to an existing structure and a minor alteration in land use limitations from the
requirements of the California Environmental Quality Act (CEQA) under Sections 15301
and 15305 of the CEQA Guidelines.
Conditions of Approval
1. All exposed conduit and mechanical equipment shall be painted to match the roof
and/or walls.
2. Approval of Minor Administrative Modification No. Minor AM 17-26 shall not be of
effect unless on or before 30 calendar days after approval of this project, the property
owner/applicant has executed and filed with the Community Development
Administrator or designee an Acceptance Form available from the Development
240 West Huntington Drive Services Department to indicate awareness and acceptance of these conditions of

There is a ten (10) day appeal period for this application. The appeal period ends on Monday, February
5, 2018 at 5:30 PM. Please note that City Hall will be closed on Friday, February 2, 2017. To file an
appeal, a completed Appeal Application form must be submitted to the Community Development Division
along with a$600.00 appeal filing fee.
Approval of Minor Administrative Modification No. Minor AM 17-26 shall not be of effect unless the
property owner and applicant have executed and filed the enclosed Acceptance Form to indicate
awareness and acceptance of these conditions of approval. The Acceptance Form is due now and if it is
not received by February 24, 2018 this approval will become null and void.
An extension may be granted by the Development Services Director or designee, or the Review Authority
that approved the project for a maximum period of one (1) year from the initial expiration date. An
extension can only be granted if the required findings can be made. Please note that acceptance of an
extension request does not indicate approval of an extension.
A building permit must be obtained prior to any construction activity. Please contact Building Services at
(626) 574-5416 to determine the type of documentation, plans, and fees for the appropriate permit. This
approval letter must be presented to Building Services to initiate the permitting process.
