Dear Applicant:
The public comment period for the Notice of Pending Decision for the above
Development mentioned application ended on May 21, 2018. Staff did not receive any
Services comments during the public comment period. After consideration, the
Development Services Department has conditionally approved the request to
Department a remove a 20 -inch diameter Canary Pine tree located in the rear yard that
has been severely topped, and a 14 -inch diameter Norfolk tree located in the
front yard area within the footprint of a recently approved design review
project. The application is subject to the following conditions:

1. Prior to the issuance of a Certificate of Occupancy for the new house,
two (2) 72" -box Crape Myrtles trees shall be planted in the front yard
area, and a 36" -box tree shall be planted with the location to be
determined by the Certified Arborist. A follow-up report shall be submitted
to the City by the Certified Arborist.
2. The applicant shall defend, indemnify, and hold harmless the City of
Arcadia and its officials, officers, employees, and agents from and
against any claim, action, or proceeding against the City of Arcadia, its
officials, officers, employees or agents to attack, set aside, void, or annul
any approval or conditional approval of the City of Arcadia concerning
this project and/or land use decision, including but not limited to any
approval or conditional approval of the City Council, Planning
Commission, or City Staff, which action is brought within the time period
provided for in Government Code Section 66499.37 or other provision of
law applicable to this project or decision. The City shall promptly notify
the applicant of any claim, action, or proceeding concerning the project
and/or land use decision and the City shall cooperate fully in the defense
of the matter. The City reserves the right, at its own option, to choose its
own attorney to represent the City, its officials, officers, employees, and
agents in the defense of the matter.
3. Approval of TRH 18-05 shall not be of effect unless on or before 30
calendar days after approval of this project, the applicant/property owner
has executed and filed with the Community Development Administrator
or designee an Acceptance Form available from the Development
Services Department to indicate awareness and acceptance of these
conditions of approval.
There is a 10 working -day appeal period from the date of the denial. Appeals must be
submitted in writing to the Community Development Division with a $600.00 appeal fee by
5:30 p.m. on Monday, June 4, 2018. Please note that he City Hall will be closed on Friday,
May 25, 2018 and Monday, May 28, 2018 in observance of Memorial Day. You will be
notified if an appeal is filed.
Approval of TRH 18-05 shall not be of effect unless the property owner and applicant have
executed and filed the enclosed Acceptance Form to indicate awareness and acceptance of
these conditions of approval. The Acceptance form is due now and if it is not received by
June 22, 2018, this approval will become null and void.

Summary
Mr. Chan,
You have retained my consulting arborist services to provide a tree inventory and tree protection plan
for the property described as 831 Balboa Dr. Arcadia, CA 91007. You are in the planning and permitting
process of demolishing the existing single family home and redeveloping the property with a new one story single
family home.
The proposed demolition and construction is expected to have minimal impact to the trees that will
remain due to the substantial distance of excavations, trenches, and footings. A complete tree protection
plan will be included to protect above and below ground tree parts from physical damage, soil
compaction, and chemical damage.
Background and assignment
PDS Studio Architect is a luxury home designing corporation that has been hired to design the proposed
home and separate structures.
Mr. Chan has requested that I provide the following arboricultural services:
1) Identify all trees on the property and label them on the site plan
2) Evaluate the current health and possible impacts of the proposed excavation based on the
provided site plan.
3) Provide a tree protection plan that will help ensure the short and long term health of the trees,
during and after construction activities are completed.
The following report is based on my analysis of the site plan, provided to me by you via email and my
site visits to the property, and information provided by you. For the purpose of this report I will refer to
these trees as Tree # 1 thru Tree #10.

Tree Protection Plan
1) Avoid damaging the roots, stem, and branches with mechanical and manual equipment.
2) Avoid soil compaction by prohibiting the use of heavy equipment such as backhoes and bobcats under the
tree drip line.
3) Do not store or park tools, equipment, vehicles, or chemicals under the tree drip line.
4) Avoid washing of equipment and tools such as wheel barrels, shovels, and mechanical motors under the
tree drip line.
5) Prevent flooding and pooling of service water under the drip line.
6) Avoid cutting tree roots whenever possible. This can sometimes be accomplished by bridging roots,
tunneling, or radial trenching. If roots must be cut use a sharp tool that will make a clean flush cut and not
tear the roots. If possible all digging under the tree drip line should be done manually to avoid tearing out
of roots.
7) Place a protective barrier or temporary fencing around as much of the drip line of the tree trunk as
possible while allowing for the proposed work to be done.
8) During summer months (June thru October) deep water the trees once a month to keep them healthy until
irrigation can be installed.
9) Construction personnel should be briefed on the importance of the guidelines before construction begins
and reminded of it during tailgate meetings and as necessary. A printed copy should be posted where
employees can be reminded of it.
Protective Fencing Below
1) Fencing shall have no entry gates and shall be kept in place during the entire construction project until
landscaping for the area is to begin. If it must be temporarily be removed for access it shall be replaced
immediately upon completion of the necessary task.
2) No tools, equipment, or chemicals shall be stored within the fencing.

Tree # 1 Camphor
a) Structural excavation and over -excavation: This tree will not be impacted by any structural
excavations.
b) New walls or alternatives: There will be no new walls erected in the vicinity of this tree.
c) New Landscaping: Tilling and soil preparation within 8 ft. of this tree shall be done manually with care
to preserve the roots. Protection fencing is to remain in place until the landscaping and sprinklers are
to be installed and no heavy machinery will be used on the protection zone.
d) New Sprinklers: No broadcast trenching shall be allowed within 8 ft. of all sides of the tree trunk.
Alternatives can sometimes be accomplished by radial trenching, Tunneling under roots, and above
ground drip systems.
e) Canopy pruning: No pruning will be required to complete the proposed construction project.
f) Root pruning: Any roots encountered for the driveway to the west and concrete walkway to the east of
the tree can be severed completely with a sharp tool that will make a flush clean cut.
g) Maintenance: During the hot summer months the tree shall be watered as needed until the sprinkler
system is installed and working.
h) Encroachment impacts: This project is expected to have a minimal to no impact on the short or long
term health of this tree and it is expected to survive if the protection recommendations are followed
and adhered to.
