ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MAY 15, 2018
CALL TO ORDER – Mayor Amundson called the meeting to order at 4:04 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Tay, and Amundson
ABSENT: Verlato
A motion was made Council Member Chandler, seconded by Mayor Pro Tem Tay, to excuse
Council Member Verlato.
Council Member Verlato arrived at 4:14 p.m.
PUBLIC COMMENTS – No one appeared.
STUDY SESSION
a. Report, discussion and direction regarding the proposed Operating Budget for
Fiscal Years 2018-20, and Proposed Capital Improvement and Equipment Plan
for Fiscal Years 2018-23.
City Manager Lazzaretto presented an overview of the proposed Operating Budget for Fiscal
Years 2018-20, and Proposed Capital Improvement and Equipment Plan for Fiscal Years 2018-
23.
The City Council, by consensus, directed staff to bring back for City Council consideration at the
June 19 meeting resolutions relating to the adoption of the Operating Budget for Fiscal Years
2018-20, and Proposed Capital Improvement and Equipment Plan for Fiscal Years 2018-23,
including a full transfer of funds into the Capital and Equipment budgets, which would result in a
$3.1 million deficit for FY 2018-19.
The City Council adjourned to Closed Session at 6:34 p.m.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Los Angeles SMSA Limited Partnership, a California
limited partnership d/b/a Verizon Wireless v. City of Arcadia; (United States
District Court, Central District, Case No.: 2:17-cv-03778 DSF JEMx).
b. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the matter of Tom Crosby, an individual; Ellen Fu Crosby, an individual
v. City of Arcadia, a California municipality; Santa Anita Oaks Homeowners
Association, Inc., a California non-profit corporation; and Vincent I. Vargas, an
individual (Los Angeles Superior Court Case No. BS172105).

c. Pursuant to Government Code Section 54956.9(d)(4) to confer with legal
counsel regarding the initiation of potential litigation – one (1) case.
No reportable action was taken on the Closed Session Item (b), and Closed Session Item (a)
was removed from discussion. Item (c) was continued to after the Regular City Council Meeting.
The Closed Session meeting recessed at 6:55 p.m. to allow for the Regular City Council
Meeting.
REGULAR CITY COUNCIL MEETING

REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch reported that prior to the regular meeting, the City Council met in a Study
Session to receive a report from staff, and discuss the proposed Operating Budget for Fiscal
Years 2018-2020, and proposed Capital Improvement and Equipment Plan for Fiscal years
2018-2023.
City Attorney Deitsch further reported that after the Study Session, the City Council convened to
a Closed Session to consider Item (b) on the posted agenda regarding pending litigation, no
reportable action was taken; he indicated that there was no need for the City Council to consider
Item (a), and recommended the City Council recess after the Regular Meeting to a continued
Closed Session to consider Item (c) on the posted agenda.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto stated that resident Joyce Platt asked for a modification to the April 24,
2018, City Council minutes (Page 5) to change the word in her comments from “reflect” to
“respect”, and recommended that correction by made when adopting the minutes.

It was moved by Mayor Pro Tem Tay, and seconded by Council Member Chandler to read all
ordinances and resolutions by title only and waive the reading in full.

PRESENTATIONS
Presentation of Mayor's Cup Trophy to the Development Services Department for the
2018 Santa Anita Derby Day 5K.
PUBLIC COMMENTS
David Vannasdall, Superintendent, Arcadia Unified School District, appeared and thanked the
City Council for all the work they did this past year regarding safety and celebrating the schools;
he indicated that it has been an extraordinary school year for Arcadia; he stated that Arcadia
has the fewest number of disruptions due to any kind of crisis, and feels that it is because of the
proactive work and strong relationship between the City and the School District, and Chief
Guthrie and the Police Department; and he thanked the City Council on behalf of the School
District.
George Hooper, an Arcadia resident, appeared and thanked City staff and the City Council
especially the Mayor on walking a fine line between the First Amendment and religion; and he
thanked the Mayor for attending the National Day of Prayer event.
Tommy Thai, an Arcadia resident, appeared and read a letter prepared by former Mayor Jim
Helms entitled “Opportunity Lost”; and provided the City Council a copy.
Sean Lee, an Arcadia resident in District 5, appeared and indicated that he feels the recent
election divided the City, and feels it is the duty of the City Council to lead the City in harmony
and work together to reunite the City; and he urged the City Council to work together, and follow
the past rotation process and appoint Sho Tay as Mayor.
John McMahon, an Arcadia resident, appeared and spoke about the negativity in the recent
election, which he also feels has divided the City; and urged the City Council to follow the past
rotation process and appoint Sho Tay as Mayor.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense [AB 1234]).
Council Member Verlato announced that on May 14, she took a tour of the new Arcadia
Logistics Center near the 605 Freeway and Lower Azusa Road; she stated that prior to the
regular meeting, the City Council had a budget study session which will be adopted at the June
19 City Council meeting; she announced that she will be attending the Arbor Day Celebration on
May 17, the Foothill Unity Center Ribbon Cutting on May 17, the Arcadia Congregational United
Church of Christ for their Ramadan service and program on May 18, Law Day at the Arcadia
Public Library on May 19, the Field of Honor Opening Ceremonies at the corner of Santa Anita
Avenue and Huntington Drive on May 20, sponsored by the Arcadia Rotarians, and on May 26,
County Supervisor Kathryn Barger Memorial Day Celebration, and later that evening is a
Memorial Day Tribute “Lights on our Heroes” at the Vietnam Veteran’s Monument; she
explained the reasons why she did not and could not vote for Mayor Pro Tem Tay for Mayor; she
indicated that she did not appreciate former Mayor Jim Helm’s comments in his letter; and read
and commented on a quote by Michael Bloomberg given at a Rice University graduation
commencement.

Mayor Pro Tem Tay indicated that he saw the email from past Mayor Jim Helms, and provided
his comments and feels that he meant well; he attended an Adult Night School event in
Pasadena organized by the Foothill Work Force Development on May 19, and indicated that
they help individuals find jobs, and urged individuals seeking job training to reach out to that
organization.
Council Member Chandler stated that he also attended the Arcadia Logistics Center tour on May
14, and thanked Mr. Kruckeberg and his staff for managing the project.
Council Member Beck spoke about his participation by telephone in a recent City Council
meeting when he was on vacation in South Africa, which is allowed by the Brown Act, and
shared a few personal stories of his vacation.
City Clerk Glasco stated that he attended the Interfaith Services at Methodist Hospital; and
announced the “Lights on our Heroes” tribute on May 26 at the Vietnam Veteran’s Monument.
Mayor Amundson stated that residents should continue to report coyote sightings; he
commented on the City’s PERS retirement budget that is getting more expensive every year
along with other cities; he indicated that he attended the Salute to Seniors event where Mary
Hansen was honored as the 2018 Senior of the Year; he commented on the Field of Honor at
the corner of Santa Anita Avenue and Huntington Drive, and urged residents to pay tribute and
purchase a flag in honor of someone who has served or is serving; and stated that he purchased
a flag in honor of his grandfather and father, and that he will be taking a flag back to the Aleutian
Islands where his father served and fought.
1. CONSENT CALENDAR
a. Regular Meeting Minutes of April 17, 2018, and Special Meeting Minutes of April
24, 2018.
Recommended Action: Approve
b. Contract with Commercial Roofing Systems, Inc. for the Fire Station 105 Roof
Restoration Project in the amount of $107,553.
Recommended Action: Approve
c. Final Map No. 73030 with a categorical exemption under the California
Environmental Quality Act (“CEQA”) for a 20-unit multi-family residential
condominium subdivision at 415 California Street.
Recommended Action: Approve
d. Professional Services Agreement with Connected Signals, Inc., for the Arcadia
Transit Signal Priority Project in the amount of $627,000, and an additional
appropriation of $35,000 from Measure R Funds.
Recommended Action: Approve
e. Contract with Golden State Contractors Inc., for Americans with Disabilities Act
(“ADA”) Improvements at City Facilities in the amount of $114,610.
Recommended Action: Approve

f. Contract with Golden State Constructors, Inc. (“GSCI”) for the Colorado
Boulevard Sidewalk Gap Closure at Newcastle Park in the amount of $183,833,
and a categorical exemption pursuant to Section 15301 Class 1(c) of the
California Environmental Quality Act (“CEQA”).
Recommended Action: Approve
Council Member Chandler pulled Consent Calendar 1.a for discussion.
It was moved by Council Member Chandler, seconded by Mayor Pro Tem Tay, and carried on
roll call vote to approve Consent Calendar Items 1.b. through 1.f.

Council Member Chandler stated that he honors Joyce Platt’s request to make the correction to
the April 24, 2018, Special City Council meeting minutes to change the word “reflect” to
“respect”.
It was moved by Council Member Chandler, seconded by Council Member Verlato, and carried
on roll call vote to approve Consent Calendar Item a, as corrected.

2. CITY MANAGER
a. Resolution No. 7213 setting service rates for the collection of residential refuse
and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code.
Recommended Action: Adopt
Environmental Services Officer Vanessa Hevener presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Verlato, and carried
on roll call vote to adopt Resolution No. 7213 setting service rates for the collection of
residential refuse and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code.

As recommended by City Attorney Deitsch, the City Council recessed to a continued Closed
Session to consider Closed Session Item (c) on the posted agenda at 8:03 p.m.
