Wray, Deputy Director of Development Services/City Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY NEW MILLENNIUM CONSTRUCTION SERVICES, INC. FOR THE COUNCIL CHAMBERS RESTROOM RENOVATION PROJECT AS COMPLETE Recommendation: Approve SUMMARY On December 19, 2017, the City Council awarded a contract to New Millennium Construction Services in the amount of $102,176.52, plus a 10% contingency, for the Council Chambers Restroom Renovation Project. There were eight (8) change orders on the project in the amount of $5,833.83, or 5.7%. The final contract amount is $108,010.35. The terms and conditions of this project have been complied with, and the required work has been completed and approved for a final cost of $108,010.35. It is recommended that the City Council accept the project as complete, and authorize the final payment in accordance with the contract documents. BACKGROUND As part of the 2017-18 Fiscal Year Capital Improvement Program, a project was included to renovate the Council Chambers restrooms to make them fully ADA compliant. Onyx Architects was hired to prepare the design and construction plans for the work. Several options were considered, and the preferred option was to construct a separate unisex restroom next to the women’s restroom, moving the lobby display cabinet closer to the front doors. The scope also included a new drinking fountain and bottle filling station. The architect’s estimate for the work was $89,533. On December 12, 2017, two (2) bids were received and opened. The low bid was from New Millennium Construction Services, Inc. in the amount of $102,176.52, which included two alternate bid items to replace the ceilings and the partitions in both the Accept Council Chambers Restroom Renovation June 19, 2018 Page 2 of 3 existing restrooms. On December 19, 2017, the City Council awarded a contract to New Millennium Construction Services, Inc. DISCUSSION The construction began in mid-February 2018, and was completed in early May 2018. There were eight (8) change orders on the project totaling $5,833.83, or 5.7% of the original contract amount. The change orders included unforeseen electrical conditions in the walls, and wall deficiencies once the demolition was complete, and the addition of LED lighting and stained concrete flooring upgrades, a floor drain, and other finish details. FISCAL IMPACT The Council Chambers Restroom Renovation project was budgeted in the FY 2017-18 Capital Improvement Program at $150,000 of Capital Outlay funds. A contract was awarded to New Millennium Construction Services in the amount of $102,176.52. Eight (8) change orders were approved on the project for a total addition of $5,833.83, making the final contract amount is $108,010.35. There are sufficient funds in the budget to cover this project. Accept Council Chambers Restroom Renovation June 19, 2018 Page 3 of 3 RECOMMENDATION It is recommended that the City Council accept all work performed by New Millennium Construction Services, Inc. for the Council Chambers Restroom Renovation Project as complete, and authorize the final payment to be made in accordance with the contract documents.
