FOR TEMPORARY MEDIA COMMUNICATIONS SERVICES IN AN AMOUNT NOT TO EXCEED $41,200 Recommendation: Approve SUMMARY The City has a professional services agreement with G4S Secure Solutions, Inc. (“G4S”) for temporary media communications services, and the current agreement expires on June 30, 2018. It is recommended that the City Council approve, and authorize and direct the City Manager to execute a one year extension to the Professional Services Agreement with G4S in an amount not to exceed $41,200, for the period of July 1, 2018, through June 30, 2019. DISCUSSION In April of 2015, the City entered into a Professional Services Agreement with G4S Secure Solutions, Inc. to provide the Department with temporary media communications services on an as-needed basis. The company has been providing an effective temporary Media Communications Specialist that has helped accommodate the need for services by performing a wide variety of complex marketing techniques including planning, organizing, directing, and coordinating the Arcadia Police Department’s social media, instant communications, and community engagement strategies and platforms. G4S has been providing specialty staffing to law enforcement agencies around the world since 1958. The company’s management team is comprised of former law enforcement executives of all levels. Working to serve specific client’s needs, G4S is uniquely qualified to understand the needs of law enforcement agencies, including the need for extensive background checks prior to placement. PSA Extension for Temporary Media Communications Services June 19, 2018 Page 2 of 2 Utilizing G4S for temporary media communications services has been beneficial to the Department for its cost-savings, convenience, flexibility and high quality staff. G4S recruits and trains experienced and retired members from the law enforcement community. All G4S personnel have completed pre-employment background investigations, which equates to new-hire savings for the Department. Under the agreement, G4S handles all employee issues and provide copies of personnel background paperwork for Department records. Under the current annual Agreement, the City pays a not to exceed amount of $40,000 based on a maximum of 1,000 hours per year at a billable rate of $40.00 per hour, which is less than a comparable City employee at full salary and benefits. To extend services for FY18-19 the contract price will be $41,200, which equates to a 3% increase to account for increases in labor costs and associated taxes and insurance fees. As in previous years, the Department anticipates using G4S temporary media communications services for 20 hours or more per week. The Media Communications Specialist’s schedule and hours will continue to be based on the Department’s needs. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The City’s financial obligation will be a maximum of $41,200, which is variable depending on actual staffing needs that may arise throughout the year. This amount has been budgeted in the City’s Operating Budget for FY 2018-19. RECOMMENDATION It is recommended that the City Council approve, and authorize and direct the City Manager execute a one year extension to the Professional Services Agreement with G4S Secure Solutions, Inc. for Temporary Media Communications Services in an amount not to exceed $41,200, for the period of July 1, 2018, through June 30, 2019.
