SUMMARY
Arcadia’s local waste hauler, Waste Management, contributes financially to various
programs and services throughout the communities they serve. This summer, Waste
Management has expressed interest in supporting the June 28, 2018, Summer Concert
and Movie hosted by the Recreation and Community Services Department. This
donation includes $3,200 and is earmarked for one Concert and Movie night, which also
includes the City’s annual Environment Fair. It is recommended that the City Council
accept the donation.
DISCUSSION
Over the past three years, the Recreation and Community Services Department has
partnered with CHOICESS of Arcadia to provide a Summer Movie series at the City Hall
West Lawn. CHOICESS typically provided approximately $11,000 per summer to cover
the costs of the movie licenses, equipment, and contractor which took place on Friday
evenings. Based on improved parking options for the 2018 series and a budget
appropriation of $11,000 by City Council on April 17, 2018, the 2018 Concert and Movie
series will take place on Thursday evenings. Unfortunately, this change led to
CHOICESS choosing to end their partnership with the City for this event.
In order to offset City costs, the Department has researched sponsorship opportunities
with other organizations for the series. Through this process, Waste Management has
graciously offered to sponsor one Summer Concert and Movie. Waste Management will

sponsor the June 28, 2018, Summer Concert and Movie in an amount of $3,200 to kick
off the series. That night the annual Environmental Fair will also be held in conjunction
with the concert and movie.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
It is anticipated the $3,200 will be utilized to cover the costs associated with the live
band, audio contractor, movie license, and movie equipment. This will reduce costs that
were anticipated to be covered by the City’s General Fund.
RECOMMENDATION
It is recommended the City Council accept a donation of $3,200 from Waste
Management to the Recreation and Community Services Department to sponsor one
night of the Summer Concert and Movie series.
