HomeMy WebLinkAboutItem 3 - 5-22-18 Regular Meeting Minutes ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, May 22, 2018 Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the City’s Planning Services Office located at 240 W. Huntington Drive, Arcadia, California, during normal business hours. CALL TO ORDER Vice Chair Thompson called the meeting to order at 7:00 p.m. in the City Council Chamber PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Vice Chair Thompson, and Commissioners Lewis, Fandry and Lin ABSENT: Chair Chan It was moved by Commissioner Lin, seconded by Commissioner Lewis to excuse Chair Chan from this meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Ms. Flores did not have any supplemental information. PUBLIC COMMENTS (5 minute time limit per person) There were none. PUBLIC HEARING There were no public hearing items. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that specific items be removed from the Consent Calendar for separate discussion and action. 1. General Plan Conformity Finding for Capital Improvement Program (CIP) for fiscal years 2018-19 through 2022-23. MOTION It was moved by Vice Chair Thompson, seconded by Commissioner Lin to pull Consent Calendar Item 1 for a separate discussion. Vice Chair Thompson spoke on the following Capital Improvement projects: - Tennis Court Windscreen Replacement - Speed Limit Study - Arcadia/Temple City Monument Sign - Chamber of Commerce Roof Restoration - Eisenhower Park Improvement Project 2 5-22-18 Vice Chair Thompson expressed concern with using City’s funds to replace the tennis windscreens that are located at Arcadia High School. He felt that the school district should fund these types of improvements, and perhaps through the school bonds. Vice Chair Thompson subsequently raised questions regarding the Speed Limit Study and how the speed limit can be changed based on the findings from this Study. Mr. Wray, City Engineer and Deputy Director of Development Services, responded that amendments to the speed limits on City streets requires City Council’s approval, if it is deemed necessary based on the results of a speed limit study. Vice Chair Thompson expressed concern that the initial budget for the Temple City/Arcadia Monument project seems to be inflated, and was concerned that this may cause prospective contract bidders to submit a higher proposal. Mr. Wray responded and explained that the budgeted cost is an initial estimate which is subject to change. As the design process progresses, a more accurate estimate is generated which is then made public to prospective bidders. He noted that the competitive bidding process historically produces bids which are typically lower than both the budgeted amount and the final engineer’s estimate. He also stated that the budget for each project is a comprehensive amount that includes costs for engineering design, bidding and construction management, and inspection. Commissioner Lin added to the discussion stating the current signage is outdated and an updated monument sign would be an improvement. Regarding the Eisenhower Park Improvement Project, Vice Chair Thompson stated that he was pleased the pedestrian bridge was not listed in the project’s description due to its high cost and hope it is not a part of this project. Ms. Lisa Flores, Planning and Community Development Administrator requested confirmation from Principal Civil Engineer, Mr. Eddie Chan. Mr. Chan stated the pedestrian bridge improvement will most likely not be a part of this project design due to budget limitations, but he will confirm. Vice Chair Thompson commented on the high cost estimate of the Chamber of Commerce Roof Restoration project. Mr. Wray responded that while the initial estimate may seem high, this amount includes planning, specification, and inspection services. They anticipate the estimate will change as the design phase concludes. Vice Chair Thompson then asked if a bid is accepted at a lower cost than budgeted, what happens to the surplus. Mr. Wray explained that the surplus amount will return to the Capital Outlay Fund and it will be budgeted in the subsequent fiscal year for other Capital Improvement projects. 3 5-22-18 2. Minutes of the April 24, 2018, Arcadia Planning Commission Regular Meeting MOTION It was moved by Commissioner Lin, seconded by Commissioner Fandry to approve the Consent Items 1 and 2, approving the General Plan Conformity Finding for Capital Improvement Program (CIP) for fiscal years 2018-19 through 2022-23 and the April 24, 2018, Arcadia Planning Commission Regular Meeting minutes. ROLL CALL AYES: Vice Chair Thompson, and Commissioners Lewis, Lin, and Fandry NOES: None ABSENT: Chair Chan MATTERS FROM CITY COUNCIL LIAISON City Council Liaison Beck was not present at this meeting. MATTERS FROM PLANNING COMMISSIONERS There were none. MATTERS FROM CITY ATTORNEY Assistant City Attorney Michael Maurer was not present at this meeting. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Ms. Flores announced that there are no items pending for the first meeting in June so it will most likely be cancelled. There are two items pending for the June 26, 2018 meeting. The first is a City initiated project to increase the density and height in the Downtown area. The second item is an amendment to the list of conditional uses for the mixed-use project at 56 E. Duarte Road. Ms. Flores also mentioned that the owner of the hotel/mixed-use project at the former Santa Anita Inn site is requesting to amend the mixed-use development that was a part of the second phase of the Project, and that the amendment to the Specific Plan will go straight to the City Council for review and approval in July. ADJOURNMENT The Planning Commission adjourned this meeting at 7:19 p.m. to Tuesday, June 12, 2018, at 7:00 p.m., in the City Council Chamber at 240 W. Huntington Dr., Arcadia.
