HomeMy WebLinkAboutItem 12d - Purchase of Police VehiclesPurchase Order for Police Vehicles July 3, 2018 Page 1 of 3 DATE: July 3, 2018 TO: Honorable Mayor and City Council FROM: Tom Tait, Public Works Services Director By: Tyler Polidori, General Services Superintendent SUBJECT: PURCHASE ORDER WITH 72 HOUR LLC DBA NATIONAL AUTO FLEET GROUP FOR THE PURCHASE OF FOUR BLACK AND WHITE FORD EXPLORER POLICE INTERCEPTOR PATROL UTILITY VEHICLES IN THE AMOUNT OF $144,758.96 Recommendation: Approve SUMMARY The Fiscal Year 2018-19 Equipment Replacement Fund provides for replacement of three patrol vehicles in the Police Department. In addition, it is necessary to purchase a replacement patrol vehicle for one that was recently involved in a traffic accident where the damages exceed the value of the vehicle. Using the National Joint Powers Alliance (“NJPA”) cooperative purchasing program enables the City to streamline the process of procuring these vehicles and receive the best price possible. It is recommended that the City Council approve a purchase order with 72 Hour LLC dba National Auto Fleet Group for the purchase of four 2018 Ford Explorer Police Interceptor Patrol Utility vehicles in the amount of $144,758.96. DISCUSSION The Fiscal Year 2018-19 Equipment Acquisition Budget provides for the replacement of three patrol vehicles in the Police Department. The three vehicles being replaced meet the mileage, age, and/or maintenance requirements of the City’s Vehicle Replacem ent Program. A fourth patrol vehicle requires replacement due to a pursuit -related collision that resulted in repairs that would exceed the value of the vehicle. The four proposed black and white patrol vehicles are 2018 Ford Explorer Police Interceptor Patrol Utility vehicles. These vehicles will replace one 2015, two 2014 Ford Patrol Explorers, and one 2017 Ford Patrol Explorer that was damaged in a traffic collision. The Police Department has selected the 2018 Ford Explorer Police Interceptor Patrol Utility model for black and white pursuit vehicles as it is equipped with a 3.7-liter V-6 engine and is all-wheel drive with ballistic doors. These features provide superior handling during high speeds, and improved accessibility when entering and exiting the Purchase Order for Police Vehicles July 3, 2018 Page 2 of 3 vehicle. Additionally, this vehicle has a large capacity for storing police gear, and the seats accommodate gun holsters and belts. Also, the rear bench seat can fold flat for additional storage, and the vinyl upholstery is easy to clean. Furthermore, this model has proven to be more fuel efficient than previous police pursuit vehicles, is prewired for emergency lighting accessory installations, and most area police departments are transitioning to sport utility models for patrol vehicles. The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by the NJPA while still remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase vehicles at a lower cost than traditional competitive bidding. The NJPA awarded a contract to 72 Hour LLC dba National Auto Fleet Group for vehicles, cars, vans, SUV’s, and light trucks with related equipment, accessories, and services. The bidding process and the contract with 72 Hour LLC National Auto Fleet Group have been reviewed by the Public W orks Services Department and both have been determined to meet the City’s procurement requirements. A copy of the agreement between the NJPA and 72 Hour LLC dba National Auto Fleet Group is attached. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The cost for each Ford Explorer Police Interceptor Patrol Utility Vehicle is $36,189.74, for a total vehicle cost of $144,758.96 for all four units. The total cost to outfit and prepare all four vehicles by an outside contractor is approximately $64,000, which is handled under a separate purchase order. The outfitting cost includes installation of all communication equipment, emergency lighting, and fueling transmitter packages. The total purchase price and outfitting costs for the four patrol vehicles is estimated at $208,758.96. The City’s insurance policy includes full new vehicle replacement costs for vehicles that are determined a total loss , less the City’s $10,000 deductible because the City was determined to be at-fault for the accident. The net reimbursement from the insurance to the City for this vehicle is approximately $26,189.74. Sufficient funds have been budgeted in the Fiscal Year 2018-19 Equipment Replacement Fund for the acquiring and outfitting the three planned vehicles; it will be necessary to pre-pay the full cost of the fourth vehicle, with the majority of the funds being reimbursed by the City’s insurance provider. Once received, the insurance proceeds will go back to the Equipment Replacement Fund to replenish its balance. At this time, an additional appropriation for the $10,000 deductible is not required; staff will Purchase Order for Police Vehicles July 3, 2018 Page 3 of 3 track costs in the Equipment Replacement Fund throughout the year and request a mid - year budget adjustment if necessary. RECOMMENDATION It is recommended that the City Council approve a Purchase Order with 72 Hour LLC dba National Auto Fleet Group for the purchase of four black and white Ford Explorer Police Interceptor Patrol Utility vehicles in the amount of $144,758.96.
