General Plan Amendment No. GPA 18-01, Zone Change No. ZC 18-01, and Text Amendment No. TA 18-01; and B. An Addendum to the 2010 General Plan Update Environmental Impact Report and 2016 Development Code Update Mitigated Negative Declaration has been prepared pursuant to California Environmental Quality Act (CEQA). Project Description: The City of Arcadia proposes a General Plan Amendment, Zone Change, and a Text Amendment to increase the maximum residential density in the Downtown Mixed Use Zone (DMU) from 50 du/ac to 80 du/ac and increase the maximum height limit from 50 feet to 55 feet; and increase the maximum residential density in the Central Business District (CBD) zone from 13 du/ac to 80 dc/ac, increase the maximum height limit from 45 feet to 55 feet, and remove the Downtown Overlay Zone from CBD zoned parcels. The proposal includes minor changes to the Commercial land use designation to clearly define the Central Business District, and a text amendment to the City’s Development Code to allow an In -lieu Parking Fee and a City Center Design Plan.
