FOR THE 6.6 SERIES STREET LIGHTING RETROFIT PILOT PROJECT
AS COMPLETE
Recommendation: Approve
SUMMARY
On January 16, 2018, the City Council approved a contract with Angeles Contractor,
Inc. in the amount of $40,011.97 for the 6.6 Series Street Lighting Retrofit Pilot Project.
The terms and conditions of this project have been complied with and the work has
been performed to the satisfaction of the Project Manager for a total project cost of
$40,011.97.
It is recommended that the City Council accept all work performed by Angeles
Contractor, Inc. for the 6.6 Series Street Lighting Retrofit Pilot Project as complete and
authorize the final payment to be made in accordance with the contract documents,
subject to retention of $2,000.37.
BACKGROUND
The City of Arcadia’s street lighting system is comprised of over 3,900 Southern
California Edison (“SCE”) and City owned street lights. Currently, there are 400 City
owned 6.6 series street lights in three areas within the City of Arcadia ( the Santa Anita
Oaks, Rancho Santa Anita, and Santa Anita Village neighborhoods) that have street
lighting systems which are wired using a method referred to as “series wiring”. These
6.6 series street lights were installed over 50 years ago when the majority of the homes
in these neighborhoods were built. Consequently, the “series” lighting systems have
become extremely difficult for City maintenance crews to repair due to parts becoming
obsolete and unobtainable.
Until recently, repairs were possible through the use of a ballast -type retrofit kit that
would allow technicians to use readily accessible repair parts to maintain the light pole.

Unfortunately, these ballast-type retrofit kits generate a higher load of electricity than the
circuit was designed for, which creates blackouts when too many kits are integrated into
the system. There are many lights that have gone dark because the City can no longer
perform the required repairs (mostly in the Santa Anita Village neighborhood).
Initially, the PWSD was working on a benefit analysis and engineering report for the
establishment of a street lighting district to fund the repayment of capital costs
associated with the conversion of the 6.6 series street light s. Completing a benefit
analysis and engineering report would allow the City to conduct a Proposition 218 ballot
protest hearing to establish an annual assessment district, if approved by the property
owners, to pay the capital costs associated with converting the 6.6 series street lights to
a modern parallel circuit system. The estimated cost of this type of conversion is
approximately $4.5 million. To avoid the high cost of converting the entire system, the
PWSD searched for alternative cost-efficient ways to repair the street lighting system ,
and located a vendor that specializes in manufacturing equipment that transforms 6.6
series street lights into a parallel circuit system at each stree t light pole at a fraction of
the cost of a full replacement. The City purchased some of this equipment and
prepared a pilot project to be implemented in the Santa Anita Village area. See Exhibit
“A” for an area map.
DISCUSSION
On January 16, 2018, the City Council approved a contract with Angeles Contractor,
Inc. for the 6.6 Series Street Lighting Retrofit Pilot Project. The work performed
included removing the existing bayonet socket, lamp, and ballast -type retrofit kit from 63
street light poles in the Santa Anita Village and replacing each lamp with an isolation
transformer, standard socket, and LED lamp. In an effort to keep costs to a minimum
and create oversight over material quality, all parts and materials were procured by the
City and supplied to the contractor. On January 16, 2018 the City Council approved the
purchase of 88 OV-20 isolation transformers in the amount of $66,411.31. Angeles
Contractor, Inc. installed 63 of these transformers. The remaining isolation transformers
will be used in other areas containing the 6.6 street lighting system, and will be installed
by City personnel.
The success of the 6.6 Street Lighting Retrofit Pilot Project in restoring full operation to
the street lights in the Santa Anita Village area has demonstrated that the retrofit
materials are a reliable option for future repairs to these systems. The PWSD will
proceed with retrofitting the remaining 6.6 street lights on an as-needed basis using the
OV20 transformers and LED lamps. Repairs will be made by a combination of City
Street Light Technicians and electrical contractors.
The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Manager. Angeles Contractor, Inc. has
completed the work as defined by the City’s specifications in an efficient and timely
manner.

FISCAL IMPACT
Sufficient funds are available in the Fiscal Year 2017 -18 Lighting District Operating
Budget. The Street Lighting Maintenance Budget is approximately $150,000 and it is
used to replace decorative street light poles, maintenance and repair of lighting fixtures,
and repair 6.6 street lighting shorts. The total cost of the project is $40,011.97.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Angeles
Contractor, Inc. for the 6.6 Series Street Lighting Retrofit Pilot Project as complete , and
authorize the final payment to be made in accordance with the contract documents,
subject to retention of $2,000.37.
