HUNTINGTON DRIVE AND THE CITY-OWNED PARKING LOT AS
COMPLETE
Recommendation: Approve
SUMMARY
On September 5, 2017, the City Council awarded a contract to Sully-Miller Contracting
Co. in the amount of $182,748 for the construction of the Pedestrian Access
Improvements between Huntington Drive and City-owned parking lot north of
Huntington Drive. The project included a pedestrian light, new monument sign with up-
lighting and landscaping at the alley, reconstruction of four (4) pedestals on Huntington
Drive including new directional signs on each, new pavers marking the pedestrian
walkway at Huntington Drive, and stamped asphalt marking the walkway at the alley.
There were three (3) change orders on the project that increased the contract by
$18,274.51.
The terms and conditions of this project have been complied with, and the required work
has been performed to the City’s satisfaction, for a final cost of $201,022.51. It is
recommended that the City Council accept the project as complete, and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
The City owns a pedestrian access easement connecting the City’s parking lot north of
Huntington Drive, between Santa Anita Avenue and First Avenue , to Huntington Drive.
The pedestrian access is currently a concrete walkway, but it is very narrow, between
two buildings, and is hard to find. There were previously no signs or landmarks to draw
attention to it.

The City contracted with Kreuzer Consulting Group (“KCG”) to develop enhancement
alternatives for the pedestrian walkway that included lighting, accents, and signage at
each end. Upon selection of the preferred alternatives, KCG prepared the construction
plans and specifications.
The project was advertised for bids in July of 2017, and bids were opened on August
15, 2017, with Sully-Miller Contracting Co. as the qualifying low bidder. A contract in
the amount of $182,748, plus a 10% contingency, was awarded by the City Council on
September 5, 2017.
DISCUSSION
The construction was delayed due to long lead times for items such as the decorative
light pole, monument lighting, and the monument signs. The project also lacked the
electrical connection details for the lighting, and this led to delays as well. The
construction did not start until June of 2018.
There were three (3) change orders on the project for a total of $18,274.51. The
following is a summary of the change orders:
Change Order #1 (caps) $2,351.28
Change Order #2 - credit <$2,636.86>
Change Order #3 (electrical) $18,560.09
Total = $18,274.51
The first change order was due to a change in the taller concrete caps on the four (4)
existing pedestals on Huntington Drive, to a lower profile cap that matched others in the
downtown area and kept the overall height of the pedestals the same after increasing
the height as planned to accommodate the new signs. The second change order was a
credit for reducing the paver area, concrete bands, and ADA mats, as the existing curb
ramps were kept in their current location. The third change order included adding
conduit, pull boxes, and electrical service to connect electrical power to the up-lights
and pedestrian streetlight pole. This electrical work was inadvertently left out of the
original project design. With the adjustment for these change orders, the final cost of
the project is $201,022.51.
FISCAL IMPACT
Funds were budgeted in the 2016-17 Capital Improvement Program (“CIP”) in the
amount of $420,000 from Capital Outlay funds. With the original amount of $182,748
and change orders of $18,274.51, the final cost is $201,022.51. The final amount is
right at the approved 10% con tingency approved with the project. As a result, there are
sufficient funds to cover this project within the budget.

RECOMMENDATION
It is recommended that the City Council accept all work performed by Sully-Miller
Contracting Co. for Pedestrian Access Improvements between Huntington Drive and the
City-owned parking lot as complete, and authorize the final payment to be made in
accordance with the contract documents.
