Summary
Mrs. Mu,
You have retained my consulting arborist services to provide an assessment for one Coast live oak tree
located in the rear yard of the property described as 1527 Rodeo Rd. Arcadia, CA 91006. You stated that the
tree roots appear to be damaging the concrete adjacent to the swimming pool and are concerned that the roots will
cause severe damage to the swimming pool walls..
Background and assignment
Mrs. Mu is the property owner that has hired me to assess the health of the Oak tree in question and to
assess the damage and potential for future damage to the pool and concrete. Mrs. Mu stated that when
the house was purchased in 2016 there was no damage to the concrete. In her opinion the existing
damage has happened in the last two years.
Mrs. Mu has requested that I provide the following arboricultural services.
1) Identify the Oak tree on the property, and provide required measurements
2) Evaluate the existing damage caused by the tree and make recommendations to prevent future
damage to the concrete and pool walls.
The following report is based on my site visit of June 6, 2018 and my analysis of the Oak tree and
surrounding landscape. For the purpose of this report I will identify the Oak tree as Tree # 1

Oak tree assessment:
1) This 29.5 inch diameter Oak tree is in outwardly fairly good condition located in the rear yard eight feet
east of the swimming pool edge.
2) The trunk appears sound and free of disease and insect infestations.
3) The canopy weight is very unbalanced with only 9 ft. on the west side of the trunk and 24 ft. on the east
side of the trunk.
4) The canopy is fairly dense but the leaves are a dull green and could be a sign of stress.
5) Approximately 75 percent of the tree drip line is covered over by a combination of the house, patios,
walkways, and the swimming pool. Only a section of lawn on the south side of the tree has not had its
roots covered. Approximately 25 percent of the drip line is not covered in concrete and appear to not have
had major root disturbance.
Assessment of damage to the pool and hardscapes:
1) There is visible lifting of the concrete walkways, and brick walkways on the east end of the pool adjacent
the Oak tree.
2) There are no other trees in the vicinity that would be capable of causing this damage.
3) The West edge of the Oak tree is 8 ft. from the east edge of the pool.
Mitigation measures:
I ) The only way to mitigate the problem of the roots lifting and breaking the concrete and brick walkways
and eventually very likely cracking the pools interior walls would be to excavate and sever the roots
between the pool and the tree trunk.
2) This is not a good option in my opinion because this tree is approximately between 80 and 100 years old.
The house was built in the 1980's according to Mrs. Mu. This indicates to me that when the house, patios,
walkways and pool were built a very large portion of the roots were covered and severed for the
excavations of the footings and slabs.
3) To now propose to sever the roots between the tree and the pool would likely have significant effects on
the health and stability of the oak tree.
Firstly, the furthest the roots could be cut would be six inches away from the pool edge or 7.5 ft. from the
edge of the tree trunk. This would be 3 times the diameter of the tree trunk; in arboriculture it is widely
agreed that any larger roots severed less than 5 times the diameter of the tree bunk is a severe cut. This
means that it is likely that the root could rot and travel into the trunk or the stability of the tree would be
significantly impacted.
Secondly, because most of the canopy weight is on the east side of the tree severing the roots on the west
side would increase the likelihood that the tree could fail and fall east towards and onto the house.

Arborists Final Recommendation:
I ) It is my professional opinion that this tree if left without doing anything it will continue to break and push
the walkways out of place and eventually crack and break the pool walls causing water to leak. The lack
of a reasonable mitigation measure due to the hazard to people and property that would likely
result from severing the roots between the tree trunk and pool it is my recommendation that this
Oak tree be removed to prevent further damage to the hardscape surfaces and to prevent it from
breaking the pool walls.
Thank you and feel free to contact me if you have any questions or concerns.
Yours truly,
Javier Cabral / Consulting arborist

ARBORIST DISCLOSURE STATEMENT
Arborist: Javier Cabral
Date: June 7, 2018
Arborists are tree specialists who use their education, knowledge, training and experience to examine
trees, recommend measures to enhance the beauty and health of trees, make recommendations to prevent
or minimize damage to trees during and after construction projects, and attempt to reduce the risk of
living near trees. Clients may choose to accept or disregard the recommendations of the arborist, or to
seek additional advice.
Arborists cannot detect every condition that could possibly lead to the structural failure of a tree. Trees
are living organisms that fail in ways we do not fully understand. Conditions are often hidden within
trees and below ground. Arborists cannot guarantee that a tree will be healthy or safe under all
circumstances, or for a specified period of time. Likewise, remedial treatments, like any medicine,
cannot be guaranteed.
Treatment, pruning and removal of trees may involve considerations beyond the scope of the arborist's
services such as property boundaries, property ownership, site lines, disputes between neighbors, and
other issues. Arborists cannot take such considerations into account unless complete and accurate
information is disclosed to the arborist. An arborist should then be expected to reasonably rely upon the
completeness and accuracy of the information provided.
Trees can be managed, but they cannot be controlled. To live near trees is to accept some degree of risk.
The only way to eliminate all risk associated with trees is to eliminate all trees.
