Dear Mr. Mozilo:
At your request, I visited your residential property as referenced above, on July 14,
2018, to assess the condition of a Western sycamore (Platanus racemosa) tree,
that had its crown reduced drastically in early April of this year.
Tree Evaluation
As observed, the Western sycamore tree is one of two trees on site, located very
close to the driveway, on its west side and along Hacienda Dr.
It has a DBH (Diameter at Breast Height or at 54 inches from grade) of 24.5 inches,
and an estimated height of 40 feet.

indicates that over the years, the tree's crown has been reduced regularly.)
Overall the tree looks in acceptable condition, with very minor dieback; only two
small branches almost at the top of the tree show discolored leaves.
There is new foliage in the entire crown, with good dark green color and normal
size.
No exudates are observed on the tree trunk or branches. There are two or three old
small decay cavities on some branches, which are common on these trees, and
could cause branch drop.
Since the tree has lost a substantial volume of live tissue, it is necessary that it be
watered regularly, to compensate for that loss.
And as the new emerging shoots start growing, correctional pruning must be
performed in the coming years, to allow to the tree to regain some of its lost crown.

SUMMARY
July 17, 2018
I was contacted by Mr. David K. Mozilo, owner of a residential property located at
82 Woodland Ln., in Arcadia, CA, to appraise a protected tree that has been cut
down recently.
According to my calculations, based on the gth edition of the Guide for Plant
Appraisal by the Council of Tree & Landscape Appraisers, the appraised value of
the tree is $ 4,800.00

INTRODUCTION
Background
Mr. David K. Mozilo requested that I prepare a tree report, to appraise the monetary
value of a coast redwood tree. The reason for the tree report is because of its size,
the redwood tree is a City of Arcadia protected tree and it was cut down on July 07,
2018.
After discussing my fees, I agreed to examine the stump of the tree, and write a
report of my findings.
Assignment
I agreed to appraise the value of the tree, based on my observations on July 14,
2018.
Limits of the Assignment
This report and the observations included herein are based on my visit to the site
on July 14, 2018.
The inspection and evaluation were limited to visual examination of accessible
items without dissection, probing or coring. There is no warranty or guarantee,
expressed or implied, that problems or deficiencies of the tree or property in
question may not arise in the future.
Purpose and Use of the Report
The purpose of this report is to appraise the monetary value of the coast redwood
tree.
Mr. Mozilo indicated that he was not aware that because of its size, the tree was a
City of Arcadia protected tree. The tree was cut down without first obtaining a
removal permit and as a result, the City of Arcadia had requested that he retain a
Certified Arborist, to appraise its value.
This report is intended for the exclusive use of Mr. Mozilo, the legal owner of the
property. Upon submission, this report will become Mr. Mozilo's property; therefore,
its use will be at his discretion.

OBSERVATIONS
General Site Observations
The property address is 82 Woodland Lane, in Arcadia, County of Los Angeles,
California.
The Assessor's Parcel Number (APN) is 5770-005-001.
The lot is located at the west corner of Woodland Ln. and Hacienda Dr.
Access to the area is via the Foothill Freeway (210), off from Santa Anita Ave exit.
The lot is almost rectangular in shape, on flat grade and in the east -west direction.
On the day of my visit, the existing single-family dwelling had been undergoing
renovation.
As observed, there are eight mature native coast live oak (Quercus agrifolia) trees,
two native sycamore (Platanus racemosa) trees, and other trees, which because of
their trunk size or diameter at breast height (DBH) of more than 12 inches, are also
considered protected trees.
Tree Evaluation.
The tree that was cut down on July 7, 2018, is a coast redwood (Sequoia
sempervirens) tree. All that is left of the tree is the stump, cut at about one foot
above grade.
The tree was located not far from the street, on the east side of the driveway, which
is on Hacienda Dr.
There is another multi -stem coast redwood tree on site, located at the corner of
Woodland Ln. and Hacienda Dr. That tree has an approximate height of 70 feet. A
Google street view from December 2017 shows that the tree that was cut down had
almost similar height.
Using a Lufkin diameter tape, I measured the circumference of the stump at right
below the cut, and it came to 42 inches. However, that stump is irregular in shape,
and, measuring the cross-section of the stump with a Stanley measuring tape, the
average diameter of the stump came to 34 inches at one foot above grade.

From the leftover stump, it is clear that the tree had no decay at its trunk base;
however, because of changing weather patterns in the last years, many of these
trees even died, because they are not adapted to the hot weather and the resulting
drought. Accordingly, the condition of the tree will be considered as average in our
appraisal calculations.
I was fortunate also to notice that the adjacent property, right on the west side, at
1320 Ramona Rd., also had a coast redwood tree, also located towards the street,
on Hacienda Dr.
I measured the lower trunk at a foot above grade, and it too had 42 inches diameter.
And measuring at 54 inches above grade, the DBH of this tree was 34 inches.
From the above observations and measurements, I can conclude that the cut down
tree had a DBH of 34 inches, since it was located in turf and grew in normal weather
conditions for a long portion of its life. Most probably, the three coast redwood trees
were planted at the same time, because all three had the same height too.
APPRAISAL CALCULATIONS.
To appraise the value of the tree, I will be using the 9"' edition of the Guide for Plant
Appraisal, by the Council of Tree & Landscape Appraisers.
To determine the value of the tree, I will be using the Trunk Formula Method, since
the tree is not of replaceable size (i.e. a similar size tree could not be purchased
from a nursery). The Basic Tree Cost is adjusted according to Species of the tree,
its physical Condition, and its landscape Location (Site, Contribution and
Placement) to obtain the Appraised Value of the tree. The acceptable method for
replacing plants in a region is determined by the Regional Plant Appraisal
Committee. In this case, I will be using the Species Classification And Group
Assignment , the Regional Supplement prepared by the Western Chapter of
International Society of Arboriculture.
As indicated above, the DBH of the tree will be considered to be 34 inches.
The condition of the tree, compared to the other two trees nearby will be considered
as average (60%), since a scaffold branch had failed recently according to the
owner.
And as to benefits from the tree's location, it actually provided only some shade in
the morning hours over the driveway, because the tree's crown is almost conical
and the canopy spread is quite limited.

11. If the Appraised Value is $5,000 or more, round it to the nearest $100; if it is

Conclusion
Since Mr. Mozilo was given by the City of Arcadia the option of planting two
mitigation trees on site, it is my professional opinion that there is ample room in the
front yard area to plant two 24" box size coast live oak (Quercus agrifolia) trees.
The latter are more adapted to the Southern California weather, compared to the
coast redwood trees.
