HomeMy WebLinkAboutItem 11b - Final Map No. 73921 DATE: August 21, 2018 TO: Honorable Mayor and City Council FROM: Jason Kruckeberg, Assistant City Manager/Development Services Director Lisa Flores, Planning & Community Development Administrator Prepared By: Jordan Chamberlin, Associate Planner SUBJECT: FINAL MAP NO. 73921 WITH A CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (“CEQA”) FOR A 12-UNIT MULTIFAMILY RESIDENTIAL CONDOMINIUM SUBDIVISION AT 621 FAIRVIEW AVENUE Recommendation: Approve SUMMARY Tentative tract maps and final maps are required for all subdivisions that result in five or more parcels or condominium units. In accordance with Arcadia Development Code Section 9105.03.100, the City Council shall approve a final map if it conforms to all the requirements of the subdivision regulations of the Municipal Code and the State Subdivision Map Act. Final Map No. 73921 meets these criteria; therefore, it is recommended that the City Council approve Final Map No. 73921 for a 12-unit residential condominium subdivision at 621 Fairview Avenue as it fully meets these criteria – refer to Attachment No. 1. DISCUSSION Final Map No. 73921 is for the subdivision of 12 multifamily units, for condominium purposes. The development consists of three, two-story, Spanish style, townhome buildings, each holding four units – refer to Attachment No. 2. The tentative map was conditionally approved by the Planning Commission on September 13, 2016. Per Development Code Section 9105.03.110, tentative maps are valid for 24 months after the effective date. The tentative map for this project will expire on Se ptember 24, 2018. The project is currently under construction and is in the framing stage. The final map has been reviewed by the Los Angeles County Department of Public Works, and the appropriate City Departments – refer to Attachment No. 3. The map has been found to be in substantial compliance with the tentative map as conditionally approved by the Planning Commission and is in compliance with the subdivision regulations of the City’s Development Code and the State Subdivision Map Act. Final Map No. 73921 (621 Fairview Avenue) August 21, 2018 Page 2 of 2 ENVIRONMENTAL ASSESSMENT Final Map No. 73921 is categorically exempt from environmental review under the California Environmental Quality Act (“CEQA”), pursuant to Section 15332 of the CEQA Guidelines as an infill development project. The Planning Commission affirmed this finding and conditionally approved Tentative Tract Map No. 73921 at its regular meeting on September 13, 2016. RECOMMENDATION It is recommended that the City Council approve Final Map No. 73921 with a categorical exemption under the California Environmental Quality Act (“CEQA”) for a 12-unit multifamily residential condominium subdivision at 621 Fairview Avenue.
