I met with Lee Kuo of the Highlands HOA on 5/2/2018 to discuss the situation. The City and the Highlands HOA have determined that the new roof can remain since it is already complete. This is a onetime only approval for this material since it was issued in error and any future change in roofing material will be subject to the Highlands HOA approval. Don Stockham Building Official
