ESTABLISHING COMPENSATION AND RELATED BENEFITS FOR
CITY COUNCIL, EXECUTIVE MANAGEMENT, MANAGEMENT AND
UNREPRESENTED EMPLOYEES (ASSISTANT TO THE CITY
MANAGER)
Recommendation: Adopt
SUMMARY
It is recommended that the City Council amend Resolution No. 7080, the Fringe
Benefits Resolution to provide the position of Assistant to the City Manager the salary
range of 78M, which is commensurate with the complexity of duties undertaken by this
position.
DISCUSSION
When the position of Assistant to the City Manager was created in 2015, the salary for
the previous position (Communications, Marketing, & Special Projects Manager) was
utilized, knowing this was likely undervalued compared to the duties that would
eventually be expected. The intention was to review the position at a later date to align
the benefits and salary with the functions and roles of the position. Since then, the
position has developed to encompass a broad range of assignments requiring a high
level of knowledge to provide greater insight for the City Manager. An ongoing
evaluation of the service delivery, workload, and managerial oversight substantiates a
recommended increase of 10% to accurately align the position internally with similar
Departmental Deputy positions as well as within the current labor market.
This position already maintains the responsibility of a wide variety of supervisorial and
managerial oversight for the overall operations of the City Manager’s Department . Over
the past two years, the position has grown to engage in a broader and more complex
role of monitoring and establishing appropriate levels of service and coordinating the

development and implementation of programs and goals that benefit individual
departments and the organization as a whole. For example, the Assistant to the City
Manager has taken a leadership role in the City’s new Innovation Team, an
interdepartmental unit designed to investigate existing practices and functions and
improve efficiencies Citywide.
The level and scope of work, and expectations for this position requires depth and
responsibility to continue to manage existing duties and assignments. Increasing the
pay range of the Assistant to the City Manager position from 74M to 78M will more
accurately reflect the scope of significant duties and services undertaken by this
position. It also aligns the pay scale for this position with other non -safety Deputy
Director positions within the organization as noted in the attachment.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
At the highest step, the proposed salary range will be $935 higher per month than the
current range, which is approximately a 10% increase. This is a single incumbent
position. Sufficient funds are available in the Fiscal Year 2018-19 budget to implement
the changes detailed in the resolution. The change in the salary range for this position
will take effect on pay period 20, beginning September 16, 2018.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 7232 amending
Resolution No. 7080 establishing compensation and related benefits for City Council,
Executive Management, Management and Unrepresented Employees (Assistant to the
City Manager).
