Wray, Deputy Director of Development Services/City Engineer Prepared by: Kevin Merrill, Principal Civil Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY SEQUEL CONSTRUCTION FOR THE PAVEMENT REHABILITATION OF SECOND AVENUE FROM HUNTINGTON DRIVE TO FOOTHILL BOULEVARD AS COMPLETE Recommendation: Approve SUMMARY On December 19, 2017, the City Council awarded a contract to Sequel Construction in the amount of $669,490, plus a 10% contingency, for the Pavement Rehabilitation of Second Avenue from Huntington Drive to Foothill Boulevard. There was one (1) change order on the project in the amount of $5,583, and a final adjustment for actual measured quantities that added $27,136.45, bringing the net total change to the contract of $32,719.45, which is an increase of 5% over the base contract. The final contract amount is $702,209.45. The terms and conditions of this project have been complied with, and the required work has been performed to a satisfactory level for a final cost of $702,209.45. It is recommended that the City Council accept the project as complete, and authorize the final payment in accordance with the contract documents. BACKGROUND The project included resurfacing of Second Avenue between Huntington Drive and Foothill Boulevard, resurfacing of Morlan Place between Huntington Drive and Santa Clara Street, replacement or installation of new ADA access ramps at intersection corners, and upgrades to the traffic signal at the intersection of Second Avenue and Santa Clara Street. The project was advertised for bids in November 2017, and on November 30, 2017, six (6) bids were received. On December 19, 2017, the City Council awarded the contract to Sequel Construction, the low bidder, in the amount of $669,490 plus a 10% contingency. Accept Contract Sequel Construction Second Avenue Rehabilitation Project September 4, 2018 Page 2 of 2 DISCUSSION The construction began on June 9, 2018, and was substantially complete on August 17, 2018. There was one (1) change order on the project in the amount of $5,583. The change order was for the addition of sidewalk on Morlan Place in order to widen it to the full parkway width along the entire rear frontage of the self-storage building property (35 West Huntington Drive). The final adjustment for actual measured quantities was an addition of $27,136.45. The increase in quantities was due to the condition of Morlan Place after the Underground Utility District work. The project was bid with a standard pavement edge grind and thin overlay; however, when the Underground District work was completed, the extent of the trench cuts and damaged pavement was so great that it was decided to grind the entire street surface and add a thicker overlay. This brought the net total change to the contract of $32,719.45, which is an increase of 5% of the 10% contingency. This changed the contract from the initial amount of $669,490 to $702,209.45, still well within the approved contingency. FISCAL IMPACT This project was budgeted out of two projects in the Fiscal Year 2016 -17 Capital Improvement Program. The first is the Arterial Pavement Rehabilitation of Second Avenue Project at a total of $700,000, with $600,000 from Proposition ā€œCā€ funds for the paving, and $100,000 in Transportation Impact Fees for the traffic signal improvements. The second project to provide funding is the Miscellaneous Traffic Signal Improvements Project for additional traffic signal improvements, with $100,000 in Transportation Impact Fees. The combined budget from these two projects was $800,000. The initial contract amount with Sequel Construction was $699,490, and the final cost of the construction with the change order and the adjustments for actual measured quantities is $702,209.45 (approximately 5% over the base contract cost). There are sufficient funds from the two project budgets to fund this project. RECOMMENDATION It is recommended that the City Council accept all work performed by Sequel Construction for the Pavement Rehabilitation of Second Avenue from Huntington Drive to Foothill Boulevard as complete, and authorize the final payment to be made in accordance with the contract documents.
