BALLOON SCHOOL EXHIBIT
Recommendation: Accept
SUMMARY
The Friends of the Museum are offering a gift of $2 ,500 for purchase of a touchscreen
device for the W orld W ar I (“WWI”) Ross Field Balloon School Exhibit. It is
recommended that the City Council accept this donation.
DISCUSSION
The Friends of the Museum, as part of its ongoing mission to support the Museum’s
goals and objectives, are donating $2,500 to the Gilb Museum of Arcadia Heritage. The
Friends of the Museum board members raised this money through memberships to the
Friends of the Museum, in support of the Museum. Through exhibits, educational
programs, and collections, the Museum shares the City’s diverse history, past and
present, with the community, inviting the community in to create dialog, provide a place
for reflection, and a connected and shared identity for discussion.
The Friends of the Museum gift will provide the Museum with funds to purchase a
touchscreen device for the WWI Ross Field Balloon School Exhibit. The exhibit space at
the Gilb Museum of Arcadia Heritage is becoming space-challenged. To be able to
share more of this collection, not currently on display with the community, a touchscreen
device will enable staff to provide the community an opportunity to see much more of
this collection in digital format when visiting the Museum.
The Gilb Museum of Arcadia Heritage has one of the larges t, and even rare and one-of-
a-kind photographs, of the WWI Ross Field Balloon School. Many people, from those
interested in learning more about their family history in World War I, or researchers and

authors interested in the balloons and balloon school, come from far and wide, including
internationally, to learn more about this historic topic that was here in Arcadia.
The funds donated by the Friends of the Mu seum help the Gilb Museum of Arcadia
Heritage and the City of Arcadia provide a high level of Arcadia historical materials,
exhibits, and preservation for the citizens of Arcadia beyond the current capacity of the
City’s General Fund. Without the ongoing support of the Friends of the Museum, the
array of services, collection care and preservation, and programs would be diminished
in quality and quantity now and for future generations.
All gifts over $1,000 are subject to approval by the City Council pursuant to City Charter
Section 809(d).
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Receipt of this gift will provide adequate funding for the $2 ,500 touch-screen device
needed for the WWI Ross Field Balloon School Exhibit.
RECOMMENDATION
It is recommended that the City Council accept a donation of $2,500 from the Friends of
the Museum for a touch-screen device for the W orld W ar I (“WWI”) Ross Field Balloon
School Exhibit.
